BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
September 14, 2021
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, September 14, 2021 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Ron Shriner, Amy Moulton and Norm
Childress. Absent: Gary Henriott
Jacque Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Shriner moved for approval of the minutes from the September 7, 2021 regular meeting. Mrs. Moulton
seconded. Passed.
NEW BUSINESS
Special Event Request-Confront the Climate Crisis
Annabelle Parkape, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Confront the Climate Crisis to be held on September 24, 2021 from 11:00am-4:00pm on the John
T. Myers Bridge. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Engineering
Permission to Advertise-2021 Dover Estates-Handicap Ramps and Street Repair Project
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to
Advertise for the 2021 Dover Estates Handicap Ramps and Street Repair Project. The project includes concrete
reconstruction and patching, curb and gutter, handicap ramp replacement and any other miscellaneous work
pertaining to the project work area. The publications are set to run on September 17 & 24, 2021 with a bid
opening on October 5, 2021. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
Parks Department
Change Order #1-Columbian Park Restroom Project
Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #1
for the Columbian Park Restroom Project with HP Legacy, Inc. The change order includes a substitution of an
acceptable air barrier product, use of alternative baby changing station product, delete built-in access ladder,
substitution of standard duct insulation on interior and revisions to chain link fence design on exterior. The
change order is a deduction in the amount of $13,200.00 which brings the revised contract amount to
$712,821.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.

Contract with Alt & Witzig for Columbian Park Restroom Project
Mrs. Laufman presented to the Board and recommended approval of a Contract with Alt & Witzig Engineering
for the Columbian Park Restroom Project. The contract is in the amount of $4,465.50 and includes performing
various quality control inspections and tests during the construction process along with the scope that includes
concrete foundations, site concrete testing, proof rolls and building compaction. Work is to begin on September
15, 2021 with a completion date of December 31, 2021. Mrs. Moulton moved for approval. Mr. Childress
seconded. Passed.
Purchasing
Declaration of Worthless Property-Lafayette Renew
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of
Worthless Property for Lafayette Renew that includes a 6” Flygt Pump Model #3152.181 Serial #9420224. Mr.
Payne stated that the equipment will be replaced and will be scrapped. Mr. Shriner moved for approval. Mrs.
Moulton seconded. Passed.
Declaration of Surplus Property-Parks Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus for the Parks
Department that includes a 2000 Chevrolet C3500 dump bed pickup truck VIN #1GBJC#34R2YF402041 City
ID #6510 and a 1979 GMC High Sierra 7000 dump truck VIN #T17DE9V558932 City ID #6304. Mr. Payne
stated that the vehicles will be sold for scrap. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,408,537.77. Mr. Murray
asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Childress
seconded. Passed.
MISCELLANEOUS
Special Event Request-McAllister Father Daughter Dance
Emily Butler, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the McAllister Father Daughter Dance to be held on September 18, 2021 from 2:00pm-8:00pm
located on the street surrounding McAllister Center. Mrs. Moulton moved for approval. Mr. Shriner seconded.
Passed.
Special Event Request-YWCA Breast Cancer Awareness Ceremony
Amber Thurman, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the YWCA Breast Cancer Awareness Ceremony to be held on October 1, 2021 from 7:00pm-7:30pm
on Riehle Plaza. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.

Taxi Cab Permits
Police Chief, Patrick Flannelly, presented to the Board and recommended approval of a Taxi Cab Permit for
Travia Williams. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
