BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 14, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 14, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the December 7, 2021 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Wea Ridge Water Tower Project President Henriott stated that an addendum was issued moving the bid opening date to January 18, 2022. BIDS UNDER ADVISEMENT CAT Park All-Inclusive Sports Field President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Final Acceptance-Twyckenham Blvd from Poland Hill Road to S. 9th Street Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Final Acceptance for the Twyckenham Blvd from Poland Hill Road to S. 9th Street Project. Mr. Grenard stated that all the punch list items have been completed as of August 16, 2021 and all inspections have been passed. The final inspection was held August 31, 2021 and all work was found to be satisfactory. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Acceptance for Maintenance-Concord Road Subdivision, Section 4 Mr. Grenard presented to the Board and recommended approval of an Acceptance for Maintenance for Concord Road Subdivision Section 4. This project is located on the south side of CR 450 S across from Robert’s Ridge Subdivision and adds 56 residential lots to the existing Concord Ridge Subdivision. Mr. Grenard stated that all of the required testing/inspections have past, as-builts have been submitted and maintenance bond has been submitted. Mr. Childress moved for approval. Passed. Board of Public Works and Safety December 14, 2021 Page 2 Economic Development Historic Demolition Permit-1212 N. 14th Street (Garage Only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 1212 N. 14th (Garage Only). Mr. Collier stated that because the property is listed in the Tippecanoe County Interim Report of Historic Structures this demolition request was reviewed by Dann Keiser, Lafayette Historic Preservation Officer. Mr. Keiser determined that the loss of the garage would be a loss of an historic resource of the City and recommended upholding the 60-day waiting period. Mrs. Moulton moved to uphold the 60-day waiting period. Mr. Shriner seconded. Passed. Lafayette Housing Authority Amendment #1-Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2020 Project #1-N. 16th Street Valerie Oakley, Project Manager, presented to the Board and recommended approval of Amendment #1 for the Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2020 Project #1 N. 16th Street. Mrs. Oakley stated that due to increased costs for construction materials over the last year, the HOME allocation for 1821 N. 16th Street may be increased. This amendment will revise the total HOME reimbursement to Habitat from $35,000.00 to $45,000.00 and will allow the project to be completed and closed out by December 31, 2021. Discussion ensued regarding increase project prices for the future. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Lafayette Renew Permission to Advertise-S. 30th Street Drainage Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval a Permission to Advertise for the S. 30th Street Drainage Project. Publications are set to run on December 17 & 31, 2021 with a bid opening on January 11, 2022. The project consists of re-grading of an existing drainage swale, replacement of a detention pond outlet pipe, improvements to 30th Street, and any other miscellaneous work pertaining to the project work area. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Contract-Rome Drive Lift Station Upgrades Mr. Talley presented to the Board and recommended approval of a Contract for the Rome Drive Lift Station Upgrades Project with Maddox Industrial Group. The contract is in the amount of $126,915.50. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-Rome Drive Lift Station Upgrades Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the Rome Drive Lift Station Upgrades Project that starts today with a substantial completion date of June 14, 2022 and a final completion date of July 14, 2022. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety December 14, 2021 Page 3 CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $2,887,220.98. Mr. Shriner asked a question on Page 16 regarding invoice for Medical Director Services 2021. Mr. Diehl and Chief Doyle explained that this invoice is for an in-house medical director for the Fire Departments EMS services. Mr. Childress asked a question on Page 13 regarding the measure pipe thickness on raw sewage piping. Mr. Talley stated that this is for a company to come in to measure and assess sewage header piping. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Proclamation-Homeless Person’s Memorial Day WHEREAS, December 21, 2021 marks the first day of winter and is the longest night of the year; WHEREAS, the National Coalition for the Homeless and the National Health Care for the Homeless Council have designated December 21, 2021 as National Homeless Persons’ Memorial Day; WHEREAS, thousands die each year without stable housing; WHEREAS, homelessness continues to be a serious challenge for many Tippecanoe County residents who have the right to adequate food, housing, clothing, safety and health care; WHEREAS, housing is a fundamental right and a basic human need; WHEREAS, homelessness raises one’s risk of illness, injury and death; WHEREAS, LTHC Homeless Services is a leader in ending homelessness by connecting individuals and families with resources and housing solutions; WHEREAS, members of the Homeless Prevention and Intervention Network will honor our neighbors who have passed away in 2021 as a result of homelessness; WHEREAS, by joining together and remembering our neighbors, we can honor their lives by working to provide solutions to end homelessness within this community; NOW, THEREFORE, BE IT RESOLVED BY MAYOR TONY ROSWARSKI: That December 21, 2021 is hereby named National Homeless Persons’ Memorial Day in Lafayette, Indiana to remember those who have died while experiencing homelessness and to encourage citizens to come together to celebrate their memory and address the factors that lead to homelessness. Mayor Roswarski gave brief remarks thanking that Board for all their work, compassion and commitment in 2021. Jennifer Layton, LTHC Director, gave the Board some statistics for the number of homeless person’s in the Lafayette area that have passed away from being homeless. Mrs. Layton then read aloud all 21 names of those person’s that passed away in 2021. Mrs. Layton thanked the Board for their continued support and recognition of this challenge.
