BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 7, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 7, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 30, 2021 regular meeting. Mr. Shriner seconded. Passed. BID OPENING CAT Park All-Inclusive Sports Field This being the time set to open bids for the CAT Park All-Inclusive Sports Field and the following bids were received and opened: HP Legacy Inc. Brownsburg, Indiana Base Bid: $770,687.00 Unit Cost: $8.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. NEW BUSINESS Engineering Certificate of Completion-Maplewood Subdivision Ramp Replacement Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Certificate of Completion for the Maplewood Subdivision Ramp Replacement with Dixon Construction. Mr. Grenard stated that the warranty period will expire on December 7, 2022. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Certificate of Completion-Country Charm Subdivision Ramp Replacement Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for Country Charm Subdivision Ramp Replacement with Dixon Construction. Mr. Grenard stated that the warranty period will expire on December 7, 2022. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety December 7, 2021 Page 2 Lafayette Housing Authority Release of Mortgage-1526 N. 16th Street, Lafayette Valerie Oakley, Project Manager, Lafayette Housing Authority, presented to the Board and recommended approval of a Release of Mortgage for 1526 N. 16th Street, Lafayette Indiana. Mrs. Oakley stated that the home owner has satisfied the period of affordability. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-1526 N. 16th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1526 N. 16th Street, Lafayette Indiana. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Release of Mortgage-1710 N. 13th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1710 N. 13th Street, Lafayette Indiana. Mrs. Oakley stated that the home owner has satisfied the period of affordability. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Parks Department Substantial Completion-Memorial Island at Columbian Park, Phase 3 Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Substantial Completion for the Memorial Island at Columbian Park, Phase 3 Project with J.R. Kelly Corporation. The date of the substantial completion is established on July 31, 2021 for ecological treatment system and the decorative metal railings. All other work has a substantial completion date of June 30, 2021. Mrs. Laufman stated that a portion of the retainage is being withheld until J.R. Kelly is able to complete the work in the spring of 2022. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Substantial Completion-Columbian Park Carousel Project Mrs. Laufman presented to the Board and recommended approval of a Substantial Completion for the Columbian Park Carousel Project with Morgan Constructors. The date of substantial completion is established on June 25, 2021. Mrs. Laufman stated that a portion of the retainage is begin withheld until Morgan Constructors is able to complete the work in the coming weeks. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Purchasing Permission to Advertise-2022 Downtown Waste Removal (Rebid) Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Permission to Advertise for the 2022 Downtown Waste Removal (Rebid). Publications are set to run on December 10 and 17, 2021 with the bid opening on January 11, 2022. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety December 7, 2021 Page 3 Declaration of Surplus Property-Economic Development Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Economic Development Department that includes items from past Streetscape Projects; benches, trash cans, grate frames and bike racks. Mr. Payne stated that these items will be recycled. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Declaration of Surplus Property-Water Works Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Water Works that includes four (4) HO ProDesk Tower Computers. Mr. Payne stated that these items will be recycled. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Permission to Advertise-40 & 8 Lift Station and Force Main Replacement Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise for the 40 & 8 Lift Station and Force Main Replacement Project. Publications are set to run on December 10 and 17, 2021 with the bid opening on January 11, 2022. Mr. Talley gave some specifies and details of the project. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $6,241,946.48. Mr. Childress asked a question on Page 22 regarding the Christopher Burke Engineering invoice for Private Development Review Services-Tipp Co Sherriff. Mr. Diehl stated that pertains to the Tippecanoe County Jail expansion potential and it’s a reimbursable charge. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
