MINUTES
November 30, 2021
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 30, 2021 at 9:00 a.m. in the
Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress, Amy
Moulton and Ron Shriner.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the November 23, 2021 regular meeting. Mrs. Moulton
seconded. Passed.
BID OPENING
2022 Downtown Waste Removal
President Henriott stated that there were no bidders for this project.
NEW BUSINESS
Fire Department
Interlocal Agreement between City of Lafayette, Indiana and Perry Township, Tippecanoe County Indiana for
Emergency and Fire Protection Services
Lafayette Fire Chief, Richard Doyle, presented to the Board and recommended approval of an Interlocal
Agreement between the City of Lafayette, Indiana and Perry Township, Tippecanoe County Indiana for
Emergency and Fire Protection Services. Chief Doyle stated that the Lafayette Fire Department will take over
coverage of the area north of McCarty Lane to 750 North and just east of County Road 500 East. The agreement
is in the amount of $75,000.00 and begin on January 1, 2022. Discussion ensued regarding the number of calls,
coverage of other nearby Townships; and the map of the area in the agreement. Mr. Shriner moved for approval.
Mrs. Moulton seconded. Passed.
Lafayette Housing Authority
Release of Mortgage-204 Dehart Street, West Lafayette
Ashley Adams, Project Manager, Lafayette Housing Authority, presented to the Board and recommended
approval of a Release of Mortgage for 204 Dehart Street, West Lafayette Indiana. Ms. Adams stated that the home
owner has satisfied the occupancy time frame and the period of affordability has expired. Mr. Shriner moved for
approval. Mrs. Moulton seconded. Passed.

Ms. Adams presented to the Board and recommended approval of a Release of Mortgage for 2012 N. 17th Street,
Lafayette Indiana. Ms. Adams stated that the home owner has satisfied the occupancy time frame and the period
of affordability has expired. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Release of Covenant for Deed Restrictions-2012 N. 17th Street, Lafayette
Ms. Adams presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for
2012 N. 17th Street, Lafayette Indiana. Ms. Adams stated that the home owner has satisfied the occupancy time
frame and the period of affordability has expired. Mr. Childress moved for approval. Mr. Shriner seconded.
Passed.

Ms. Adams presented to the Board and recommended approval of a Release of Mortgage for 2020 N. 17th Street,

Ms. Adams presented to the Board and recommended approval of a Release of Mortgage for 2120 N. 20th Street,
Lafayette Indiana. Ms. Adams stated that the home owner has satisfied the occupancy time frame and the period
of affordability has expired. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.

2378 N. 24th Street, Lafayette Indiana. Ms. Adams stated that the home owner has satisfied the occupancy time
frame and the period of affordability has expired. Mrs. Murray moved for approval. Mr. Childress seconded.
Passed.

Ms. Adams presented to the Board and recommended approval of a Release of Mortgage for 1700 Wilson Street,
Lafayette Indiana. Ms. Adams stated that the home owner has satisfied the occupancy time frame and the period
of affordability has expired. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.

frame and the period of affordability has expired. Mr. Shriner moved for approval. Mrs. Murray seconded.

Purchasing
Recommendation of Contract Renewal for Landscape Maintenance-Brightview Landscapes
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Recommendation of
Contract Renewal for Landscape Maintenance with Brightview Landscapes. Mr. Payne stated that Brightview will
perform the same landscape services for the same contract amount in the 2021 contract in the amount of $255,543.00
for the 2022 calendar year. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Declaration of Surplus Property-Water Works
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Water
Works Department that includes a Frigidaire 12.9 cubic foot chest freezer Model#FFCH13M2MW1
Serial#WB30647637. Mr. Payne stated that this item will be sold on Govdeals.com. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Lafayette Renew
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Lafayette
Renew that includes an IDEXX Quanti Tray Sealer Model#2X Serial#11-209-07175. Mr. Payne stated that this
item will be traded in on an upcoming purchase. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Declaration of Surplus Property-Purchasing Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the
Purchasing Department that includes a list of 14 iPhones. Mr. Payne stated that these phones have been replaced
with newer equipment and will be sold. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.

CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $2,635,967.75. President
Henriott asked a question on Page 15 regarding the invoice for VS Engineering and the status of those projects.
Mr. Diehl stated that he will get back with the Board with an answer. Mr. Childress moved for approval. Mrs.
Moulton seconded. Passed.
