MINUTES
January 11, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, January 11, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress, Amy
Moulton and Ron Shriner.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the January 4, 2022 regular meeting. Mrs. Moulton
seconded. Passed.
Election of Board President
Mrs. Murray moved to re-elect Gary Henriott as the 2022 Board of Works President. Mr. Childress seconded.
Passed.
BID OPENING
40 & 8 Lift Station and Force Main Replacement Project
President Henriott announced that Addendum #1 was issued to change the Bid Opening date for this project from
January 11, 2022 to January 25, 2022.
2022 Downtown Waste Removal Project (Rebid)
This being the time set to open bids for the 2022 Downtown Waste Removal Project (Rebid) and the following
bids were received and opened:
Best Way Disposal
Indianapolis, Indiana
Base Bid: No Bid Letter Received
Trash Kans
Lafayette, Indiana
Base Bid: $36,960.00
Little Green Wagon
Attica, Indiana
Base Bid: $192,192.00
Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed.

S. 30th Street Drainage Project, Phase II
This being the time set to open bids for the S. 30th Street Drainage Project, Phase II and the following bids were
received and opened:
Atlas Excavating
West Lafayette, Indiana
Base Bid: $513,000.00
Mrs. Murray moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed.
BIDS UNDER ADVISEMENT
CAT Park All-Inclusive Sports Field
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Economic Development
Historic Demolition Permit-1318 South Street (Garage Only)
John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 1318 South Street-Garage Only. Mr. Collier stated that because the property is within the
St. Mary’s National Historic District the demolition request was reviewed by Dann Keiser, Lafayette Historic
Preservation Officer, who determined that the loss of the garage would not adversely affect the historic district.
Mr. Collier stated that Mr. Keiser recommended waiving the 60-day waiting period. Mrs. Moulton moved for
approval of waiving the 60-day waiting period. Mr. Childress seconded. Passed.
Purchasing
Declaration of Surplus Property-Police Department
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus
Property for the Police Department that includes a 2017 Ford Explorer Interceptor VIN#1FM5K8AR0HGD66633
City ID#17-18. Mr. Payne stated that this vehicle will be authorized for transfer to the insurance company as part
of the settlement in a total loss crash. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,030,254.00. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr.
Shriner seconded. Passed.

MISCELLANEOUS
Special Event Request-Jeff High School Grand March
Angelique Johns, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Jeff High School Grand March to be held on April 23, 2022 from 6:30pm-8:30pm on Main Street
near the Lafayette Theater. Discussion ensued. President Henriott stated that this item will be tabled until the
Good Neighbor Letters are sent out and the footprint of the event is agreed upon with the City and Lafayette
Police Department. Mr. Childress moved to table this item. Mrs. Murray seconded. Tabled.
Banner Request-Stars and Stripes
Mrs. Murray presented to the Board and recommended approval of a Banner Request for Stars and Stripes. The
banner is to be hung on Columbia Street from June 21, 2022 to July 5, 2022. Mr. Shriner moved for approval.
Mrs. Moulton seconded. Passed.
Banner Request-BAGL Parade of Homes Event
President Henriott presented to the Board and recommended approval of a Banner Request for the BAGL Parade
of Homes Event. The banner is to be hung on Columbia Street from August 16, 2022 to August 30, 2022. Mr.
Childress moved for approval. Mrs. Murray seconded. Passed.
Banner Request-BAGL C2E Expo Event
President Henriott presented to the Board and recommended approval of a Banner Request for BAGL C2E Expo
Event. The banner is to be hung of Columbia Street from January 18, 2022 to February 1, 2022. Mrs. Moulton
moved for approval. Mr. Shriner seconded. Passed.
Taxi Cab Permit
Captain Scott Galloway, Police Department, presented to the Board and recommended approval of a Taxi Cab
Permit for Marvin Sparger, Jr. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
