MINUTES
February 1, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 1, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Ron Shriner and Amy
Moulton. Absent: Norm Childress
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the January 25, 2022 regular meeting. Mrs. Murray
seconded. Passed.
BIDS UNDER ADVISEMENT
S. 30th Street Drainage Project, Phase II
President Henriott stated that this item will remain under advisement.
Wea Ridge Water Tower Project
President Henriott stated that this item will remain under advisement.
40 & 8 Lift Station and Force Main Replacement Project
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Parks Department
Recommendation for Award-CAT Park All-Inclusive Sports Field
Jon Miner, Parks Department, presented to the Board and recommended approval of a Recommendation for
Award for the CAT Park All-Inclusive Sports Field with HP Legacy, Inc. Mr. Miner stated that their bid was
determined to be complete. The award is in the amount of $770,687.00 and will be paid for by CDBG funds. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Contract-CAT Park All-Inclusive Sports Field
Mr. Miner presented to the Board and recommended approval of a Contract for the CAT Park All-Inclusive
Sports Field with HP Legacy, Inc in that amount of $770,687.00. Mr. Shriner moved for approval. Mrs. Murray
seconded. Passed.

Notice to Proceed-CAT Park All-Inclusive Sports Field
Mr. Miner presented to the Board and recommended approval of a Notice to Proceed for the CAT Park All-
Inclusive Sports Field that is set to start today with a final completion date of June 19, 2022. Mrs. Murray moved
for approval. Mrs. Moulton seconded. Passed.
Change Order #1-CAT Park All-Inclusive Sports Field
Mr. Miner presented to the Board and recommended approval of Change Order #1 for the CAT Park All-Inclusive
Sports Field. The change order is a total deduction of $26,366.00 which brings that revised contract amount to
$744,321.00. The change order includes organics to be disposed of by the City of Lafayette Parks Department,
substitute alternate dugout and announcer booth design; and utilize kinetic recreation poured in place playground
surfacing system in lieu of Fibar. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Engineering
Permission to Advertise-2022-1 Ramp Replacement Project
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to
Advertise for the 2022-1 Ramp Replacement Project. The publications are set to run on February 4 & 11, 2022
with a bid opening on February 22, 2022. Discussion ensued regarding the priority of the ramp replacement
program throughout the City. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Lafayette Renew
Consent to Assignment-Rome Drive Lift station Rehabilitation Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Consent to
Assignment for Rome Drive Lift Station Rehabilitation Project. Mr. Talley stated that the project received quotes
and Maddox Industrial Group was awarded the bid. However, they were purchased by Maddox Industrial LLC.
This consent allows Maddox Industrial LLC to fulfill the obligations of the contract with the City for the project.
Mr. Talley stated that the City has also received updated insurance information, e-verify, bonds and Iran
Investment Certification documents. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
Christopher Burke Engineering Contract-Stormwater Program Costs and Stormwater Utility Fee Update
Mr. Talley presented to the Board and recommended approval of the Christopher Burke Engineering Contract for
Stormwater Program Costs and Stormwater Utility Fee Update. Mr. Talley stated that the City wishes to update
the stormwater program and evaluate the effectiveness of the existing stormwater utility to adequately meet the
City’s stormwater needs into the future. The contract is a not-to-exceed amount of $35,000.00. Discussion ensued.
Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,672,039.58. President
Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.

MISCELLANEOUS
Special Event Request-McAllister Center Father Daughter Dance
Tyler Laufman, McAllister Center, presented to the Board and recommended approval of a Special Event Request
for the McAllister Center Father Daughter Dance to held on February 12, 2022 from 1:00pm-8:00pm. The closure
is for the carriage rides that will be located on the streets surrounding McAllister Center. Mrs. Murray moved for
approval. Mr. Shriner seconded. Passed.
Banner Request-CASA
President Henriott presented to the Board and recommended approval of a Banner Request for CASA is be hung
on Columbia Street from April 5-19, 2022. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
ANNOUNCEMENTS
Mayor Roswarski stated that there is a big winter storm coming into the Lafayette area over the next several days.
Mayor Roswarski stated that all departments are ready for the task. Mayor Roswarski urged all citizen to park off
the street along the snow emergency routes. The Mayor will declare a Snow Emergency at 12:00noon today.
Dan Crowell, Street Commissioner, stated that they are ready for the snow event and we will get through it safely.
