BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 8, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 8, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the February 1, 2022 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT S. 30th Street Drainage Project, Phase II President Henriott stated that this item will remain under advisement. 40 & 8 Lift Station and Force Main Replacement Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Water Works Recommendation for Award- Wea Ridge Water Tower Project Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Recommendation for Award for the Wea Ridge Water Tower Project with Caldwell Tanks in the amount of $5,635,400.00. Mr. Moore gave a brief description of the project. Mr. Moore stated that the substantial completion date is set for mid-2023. Discussion ensued. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Supplemental Agreement #1-Wea Ridge Water Tower Project Mr. Moore presented to the Board and recommended approval of a Supplemental Agreement #1 for the Wea Ridge Water Tower Project with Butler, Fairman and Seufert. The supplemental agreement is in the not-to-exceed amount of $79,500.00 which brings the revised contract amount to $469,602.00. The supplement adds construction inspection services via a third-party sub-consultant which specializes in water tank construction inspection. This will allow the inspection team to be very thorough throughout construction of the tank. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety February 8, 2022 Page 2 Engineering Certificate of Completion-N. 29th Street Curb, Sidewalk and Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Certificate of Completion for the N. 29th Street Curb, Sidewalk and Ramp Replacement Project with Dixon Construction. The warranty period expires on January 4, 2023. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Lafayette Housing Authority Agreement between the City of Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2021-2022 Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the City of Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2021-2022. The program provides 12 months of rent assistance to low-income victims of domestic violence, and their children, after they have exited the YWCA’s domestic violence shelter. This agreement is in the amount of $66,000.00 and will serve 6 new participants. Mrs. Oakley stated that to accommodate this search for separate housing units in the tight housing market, the time frame for use of funds under this agreement has been extended to 24 months. Discussion ensued. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Lafayette Renew Amendment #1-Raineybrook Lift Station Design with American Structurepoint Brad Talley, Renew Superintendent, presented to the Board and recommended approval of an Amendment #1 for the Raineybrook Lift Station Design with American Structurepoint in the not-to-exceed amount of $123,000.00 which brings the revised contract amount to $246,000.00. This amendment will provide engineering services to expand the capacity of the lift station and reroute the force main that discharges from the lift station. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $743,963.42. Mr. Childress asked a question on Page 13 regarding the Williams Creek Management Corporation for the N. 9th Street wetland mitigation. Mr. Talley stated that this is a 5-year program and the program is currently complete year 3. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Ouibache Music Festival Scott Freeman, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Ouibache Music Festival to be held on August 26-27, 2022 from 6pm-11pm located on Main Street from 9th to 11th Streets. Discussion ensued. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety February 8, 2022 Page 3 Banner Request-Lafayette Civic Theater President Henriott presented to the Board and recommended approval of a Banner Request for Lafayette Civic Theater to be hung on Columbia Street from May 10-24, 2022. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
