BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
February 22, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 22, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were Cindy Murray, Norm Childress and Amy Moulton.
Absent: Gary Henriott and Ron Shriner
Jacque Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the February 15, 2022 regular meeting. Mr. Childress
seconded. Passed.
BID OPENING
2022-1 Ramp Replacement Project
This being the time set to open bids for the 2022-1 Ramp Replacement Project and the following bids were
received and opened:
Dixon Construction
Lafayette, Indiana
Base Bid: $199,302.00
Milestone Contractors
Lafayette, Indiana
Base Bid: $172,575.00
Rieth-Riley Construction
Lafayette, Indiana
Base Bid: $262,550.00
Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed.
BIDS UNDER ADVISEMENT
Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium
Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt)
Mrs. Murray stated that this item will remain under advisement.

NEW BUSINESS
Lafayette Housing Authority
Release of Mortgage-2548 Robinwood, Lafayette Indiana
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 2548 Robinwood, Lafayette Indiana. Mrs. Oakley stated that this is an old homebuyers’ loan that has been
satisfied and paid off. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Agreement between the Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2020 Project #3-
Central Avenue
Mrs. Oakley presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and Habitat for Humanity of Lafayette 2020 Project #3-Central Avenue. This agreement provides up
to $35,000.00 to complete the construction and provide direct homebuyer assistance at 424 Central Avenue. The
project will provide in energy efficient, newly constructed home for a new homeowner. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
Purchasing Department
Declaration of Surplus Property-Fleet Maintenance
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
for Fleet Maintenance that includes a 2004 Chevrolet 3.5L 2WD Colorado Dbl Cab VIN#1GCCS196348133170
City ID#99. Mr. Payne stated that the vehicle will be trade-in on an upcoming purchase. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,525,906.00. Mr. Childress
asked a question on Page 21 regarding the Morgan Constructors invoice for $22,100.00 for the Columbian Park
Carousel. Mr. Diehl stated that this is the final payment on the building. Mrs. Moulton moved for approval. Mr.
Childress seconded. Passed.
MISCELLANEOUS
Special Event Request-Lafayette Farmer’s Market and Mini Markets
Brianna Davis and Kim Murray, GLC Event Representatives, presented to the Board and recommended approval
of a Special Event Request for the Lafayette Farmer’s Market and Mini Markets to be held on Saturday’s from
May 7-October 29, 2022 and on November 19, 2022 and December 3, 2022 located on 5th Street between Main
Street and Columbia Street. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Special Event Request-Lincoln Neighborhood Monthly Gatherings
Lori Walters, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Lincoln Neighborhood Monthly Meetings to be held the 2nd Friday of every month from March-

December 2022 located on a portion of Hartford Street between 6th Street and the alley. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
