BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 1, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 1, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Cindy Murray, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the February 22, 2022 regular meeting. Mrs. Moulton seconded. Passed. NEW BUSINESS Proclamation-National Nutrition Day Mayor Roswarski read the following proclamation: Whereas food is the substance by which life is sustained; and Whereas the type, quality, and amount of food that individuals consume each day plays a vital role in their overall health and physical fitness; and Whereas there is a need for continuing nutrition education and a wide-scale effort to enhance healthy eating practices; THEREFORE I, Mayor Tony Roswarski, do hereby proclaim March 2022 as National Nutrition Month in the City of Lafayette, Indiana, and I encourage all citizens to join the campaign and become concerned about their nutrition and the nutrition of others in the hope of achieving optimum health for both today and tomorrow. Proclamation- Registered Dietitian Day Mayor Roswarski read the following proclamation: Whereas Registered Dietitian Nutritionists are the food and nutrition experts who can translate the science of nutrition into practical solutions for healthy living; and Whereas Registered Dietitian Nutritionists have degrees in nutrition, dietetics, public health or a related field from well-respected, accredited colleges and universities, completed an internship and passed an examination; and Board of Public Works and Safety March 1, 2022 Page 2 Whereas Registered Dietitian Nutritionists use their nutrition expertise to help individuals make unique, positive lifestyle changes; and Whereas Registered Dietitian Nutritionists work throughout the community in hospitals, schools, public health clinics, nursing homes, fitness centers, food management, food industry, universities, research and private practice; and Whereas Registered Dietitian Nutritionists are advocates for advancing the nutritional status of Americans and people around the world; THEREFORE I, Mayor Tony Roswarski, do hereby proclaim Wednesday, March 9, 2022 Registered Dietitian Nutritionist Day in Lafayette, Indiana, and I encourage all citizens to recognize the contributions of Registered Dietitian Nutritionists and express appreciation for their commitment to promoting science-based nutrition in the hope of achieving optimum health for both today and tomorrow. Alvin Furiya, Clinical Assistant Professor at Purdue Nutrition Science Department, thanked the Board for their support and emphasized the importance of these two proclamations. Purchasing Recommendation for Award- Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Dave Payne, Purchasing Manager, presented to the Board and recommended approval of the Sodium Hypochlorite, Sodium Bisulfite, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate, Sodium Fluoride, and Sodium Chloride bids. Sodium Hypochlorite was awarded to JCI Jones Chemical for $1.42/gal, Sodium Bisulfite was awarded to PVS Chemical Solutions for $1.73/gal, Hydrochloric Acid was awarded to Brenntag Mid-South for $142.00/drum, Buffered Muriatic Acid was awarded to Spear Corporation for $209.75/drum, Ferric Chloride was awarded to PVS Technologies for $1.43/gal, Ammonium Sulfate was awarded to Brenntag Mid-South for $0.63/lb., and Sodium Fluoride was awarded to Water Solutions Unlimited for $1.98/lb. Mr. Payne stated that no bids were received for Sodium Chloride. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Engineering Recommendation for Award-2022-1 Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the 2022-1 Ramp Replacement Project with Milestone Contractors in the amount of $172,575.00. The bid was determined to be complete. The bid bond, Form 96 and company financial information was submitted. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Contract-2022-1 Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of a Contract for the 2022-1 Ramp Replacement Project with Milestone Contractors in the amount of $172,575.00. Mr. Childress moved for approval. Mr. Shriner seconded. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Water Works Contract-Wea Ridge Water Tower Project President Henriott stated that this item will be tabled until next week. Legal Counsel Resolution 02-2022 A Resolution Approving the Transfer of Appropriations within the Water Utility Operation Fund and Water Pollution Control Operating Fund Jeremy Diehl, Controller, presented to the Board and recommended approval of Resolution 02-2022 A Resolution Approving the Transfer of Appropriations within the Water Utility Operation Fund and Water Pollution Control Operating Fund. It was been determined the needs of the City will be best served by converting the City Attorney position from an Independent Contractor position to a full-time employment position which will provide greater accessibility, communication and efficiencies with increasing the overall budget needs for legal services. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mr. Diehl presented for Board approval, Claims in the amount of $5,717,029.93. Mr. Childress asked a question on Page 28 regarding the status of the Murdock Park Booster Station Project. Mr. Diehl stated that work has been completed through February with 79% complete. Mr. Childress asked a question on Page 27 regarding the Granite Inliner LLC and payment status. Mr. Diehl stated that this invoice is the 1st payment for that project. Mr. Childress asked what Service Area 11B was. Dave Griffee, Engineering, stated that this is a project for Renew with HWC for a study to expand utilities to the southeast of the City about 2-3 miles south of VMP. Mr. Childress asked a question on Page 22 regarding the Freightliner Garbage Truck invoices. Dan Crowell, Street Commissioner, stated that new garbage trucks run about $200,000.00 but the City buys used equipment whenever possible for the cost savings. Mr. Childress moved for approval. Passed. Board of Public Works and Safety March 1, 2022 Page 4 MISCELLANEOUS Special Event Request-1st Annual 0.1K Marathon Ken McCammon, Friends of Downtown, presented to the Board and recommended approval of a Special Event Request for the 1st Annual 0.1K Marathon to be held on March 12, 2022 from 12:00noon-3:00pm located on Main Street from 6th-8th Streets. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Special Event Request-Mosey Down Main Street Mr. McCammon presented to the Board and recommended approval of a Special Event Request for the Mosey Down Main Street to be held on 5/21, 6/11, 7/9, 8/13 and 9/3 2022 located on Main Street in Downtown Lafayette. Discussion ensued about the approval of the Fire Department for a few of the band/stage location changes due to Streetscape construction. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Star City Blues & Jazz Festival Mr. McCammon presented to the Board and recommended approval of a Special Event Request for the Star City Blues & Jazz Festival be held on July 23, 2022 from 2:00pm-1:00am in Downtown Lafayette. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Beers Across the Wabash Mr. McCammon presented to the Board and recommended approval of a Special Event Request for the Beers Across the Wabash to be held on August 27, 2022 from 8:00am-8:00pm on the John T. Myers Bridge. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
