BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
March 8, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 8, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Cindy Murray, Norm Childress
and Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the March 1, 2022 regular meeting. Mrs. Moulton
seconded. Passed.
OLD BUSINESS
Contract-Wea Ridge Water Tower Project (Tabled 3/1/22)
Mr. Shriner moved for remove this item from the table. Mrs. Moulton seconded. Removed. Steve Moore, Water
Works Superintendent, presented to the Board and recommended approval of a Contract for the Wea Ridge Water
Tower Project with Caldwell Tanks, LLC. The contract is in the amount of $5,635,400.00 and the project is
located on East 430 South and South 150 East. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Notice to Proceed-Wea Ridge Water Tower Project (Tabled 3/1/22)
Mr. Shriner moved for remove this item from the table. Mrs. Moulton seconded. Removed. Mr. Moore presented
to the Board and recommended approval of a Notice to Proceed for the Wea Ridge Water Tower Project. The
project is set to begin today with a substantial completion date of July 2023. Mr. Childress moved for approval.
Mrs. Moulton seconded. Passed.
NEW BUSINESS
Engineering
Permission to Advertise-Columbian Park Parking Lot at Main St. and Kossuth St. Improvements
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to
Advertise for the Columbian Park Parking Lot at Main St. and Kossuth St. Improvements. Publications are set to
run on March 11 & 18, 2022 with the bid opening on March 29, 2022. Mrs. Moulton moved for approval. Mr.
Childress seconded. Passed.

Lafayette Renew
Significant Industrial User Permit-Primary Products Ingredients Americas (Tate & Lyle South Plant)
Josh Terry, Lafayette Renew, presented to the Board and recommended approval of a Significant Industrial User
Permit for Primary Products Ingredients Americas formerly Tate & Lyle South Plant. This is a 4-year permit
renewal and permitted through the pretreatment program. Mrs. Murray moved for approval. Mr. Shriner
seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $5,501,300.85. Mr. Childress
asked a general question regarding sewer bonds and requested an accounting of all the bonds. Mrs. Moulton
moved for approval. Mr. Childress seconded. Passed.
MISCELLANEOUS
Special Event Request-Race for Kids 5K Run Walk
Jennifer Eberly, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Race for Kids 5K Run/Walk to be held on June 4, 2022 from 8:00am-10:00am located on the
streets surrounding the Franciscan Health campus east of Lafayette. Mrs. Murray moved for approval. Mr. Shriner
seconded. Passed.
Banner Request-Round the Fountain Art Fair
President Henriott presented to the Board and recommended approval of a Banner Request for Round the
Fountain Art Fair. The banner is to be hung on Columbia Street from May 24-June 7, 2022. Mr. Childress moved
for approval. Mrs. Moulton seconded. Passed.
Banner Request-Boy Scouts of America
President Henriott presented to the Board and recommended approval of a Banner Request for the Boy Scouts of
America. The banner is to be hung on Columbia Street from March 15-March 29, 2022. Mrs. Murray moved for
approval. Mr. Shriner seconded. Passed.
Proclamation-Disability Awareness Month
Mayor Roswarski read the following proclamation:
WHEREAS, the month of March, 2022, has been designated as “Disability Awareness Month” to
celebrate and recognize people with disabilities by the Governor of the State of
Indiana; and
WHEREAS, disability is a natural part of the human experience and in no way diminishes the right
of individuals with disabilities to live independently, enjoy self-determination, make
choices, contribute to society and experience full in the economic, political, social,
cultural and educational mainstream of American society; and

WHEREAS, family members, friends and members of the community can play a central role in
enhancing the lives of people with disabilities especially when the family and
community are provided with necessary support services; and public and private
employers are aware of the capabilities of people with disabilities to be engaged in
competitive work in inclusive settings; and
WHEREAS, the goals of this city and state properly include providing individuals with disabilities
the opportunities and support to make informed choices and decisions; live in homes
and communities where such individuals can exercise their full rights and
responsibilities as citizens; pursue meaningful and productive lives; contribute to their
family, community, State and Nation; have interdependent friendships and
relationships with others; and achieve full inclusion in society.
NOW, THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim the month of
March, 2022 as:
DISABILITY AWARENESS MONTH
in the City of Lafayette, and call upon citizens of Lafayette, to observe the month with appropriate programs
and activities; furthermore, I encourage the citizens of Lafayette to seek counsel and input from any person
or group with knowledge and expertise in matters concerning disabilities.
