BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 15, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 15, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Cindy Murray, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the March 8, 2022 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Final Acceptance-Concord Road Trail Lighting Dave Griffee, Assistant Public Works Director, presented to the Board and recommended approval of the Final Acceptance for the Concord Road Trail Lighting Project. Mr. Griffee stated that punch list items were completed as of August 6, 2021, all inspections have passed, final inspection was on December 1, 2021; and all work was found satisfactory with the exception of some minor electrical item that have since been fixed. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Lafayette Renew Contract with Wastewater Solutions for Industrial Pretreatment Consulting Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with Wastewater Solutions for the Industrial Pretreatment Consulting. The Industrial Pretreatment Consulting will conduct an information collection and disclosure workshop, develop a draft tech memo detailing testing methodology and results, and detail the impact on the treatment plant, costs of utility, future impacts, etc. This date collection will focus on nitrogen. The contract is in the lump sum amount of $10,000.00. Discussion ensued. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Parks Department Amendment #1-Columbian Park Restroom Project with Keystone Architecture Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Amendment #1 for the Columbian Park Restroom Project with Keystone Architecture. The amendment will allow Keystone to provide services for the City to rebid the scope of work identified as Alternate #1 and was not incorporated into the contract that was executed with H.P. Legacy. Mrs. Laufman stated that Alternate #1 consisted of the sidewalks Board of Public Works and Safety March 15, 2022 Page 2 around the new restroom building. Mrs. Laufman stated that this amendment is on an hourly basis with a maximum price of $2,800.00. Work will begin on March 15, 2022 and anticipated completion date is summer 2022. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Amendment #1-Columbian Park Restroom Project with Fisher Engineering Mrs. Laufman presented to the Board and recommended approval of Amendment #1 for the Columbian Park Restroom Project with Fisher Engineering. The amendment will allow Fisher to provide services for the City to rebid the scope of work identified as Alternate #1 and was not incorporated into the contract that was executed with H.P. Legacy. Mrs. Laufman stated that Alternate #1 consisted of the sidewalks around the new restroom building. Mrs. Laufman stated that this amendment is a lump sum price of $2,000.00 which brings the revised contract amount to $15,500.00. Work will begin on March 15, 2022 and anticipated completion date is summer 2022. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Passed. Board of Public Works and Safety March 15, 2022 Page 3 Contract Renewal-Landscape Maintenance with Morrow’s Lawn Service Mr. Payne presented to the Board and recommended approval of a Contract Renewal for Landscape Maintenance with Morrow’s Lawn Service in the per cut amount of $545.00. Mr. Payne stated that Morrow’s Lawn Service has been performing this service since 2016 and has a good system in place to ensure safety is a priority during the mowing process. They have offered to extend the 2016 contract and to perform the same services at the same cost during 2022. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,662,804.84. President Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
