BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 29, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 29, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Cindy Murray and Amy Moulton. Absent: Ron Shriner Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the March 22, 2022 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Columbian Park Parking Lot at Main Street and Kossuth Street Improvements This being the time set to open bids for the Columbian Park Parking Lot at Main Street and Kossuth Street Improvements and the following bids were received and opened: Heartland Contractors Lafayette, Indiana Base Bid: $519,081.05 Milestone Contractors Lafayette, Indiana Base Bid: $681,528.00 Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-18 N. 5th Street Parking Garage 2022 Restoration Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 18 N. 5th Street Parking Garage 2022 Restoration. Publications are set to run on April 1 & 8, 2022 with the bid opening on April 19, 2022. Discussion ensued regarding the details of the project. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety March 29, 2022 Page 2 Lafayette Housing Authority Release of Mortgage-1621 N. 10th Street, Lafayette Indiana Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 1621 N. 10th Street Lafayette Indiana. Mrs. Oakley stated that the HOME assistance has been repaid and the house was sold. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-1621 N. 10th Street, Lafayette Indiana Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1621 N. 10th Street Lafayette Indiana. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Park Department Contract with Alt & Witzig Engineering-CAT Park All-Inclusive Sports Field Jon Miner, Parks Department, presented to the Board and recommended approval of a Contract with Alt & Witzig Engineering for the CAT Park All-Inclusive Sports Field. The contract is for engineering testing and inspection in the amount of $3,893.00. The contract also includes proofroll inspection, compaction testing, footing soils testing and concrete testing. The work is set to begin on March 30, 2022 and anticipated completion on June 19, 2022. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Contract with NV Grant Services-CAT Park All-Inclusive Sports Field Mr. Miner presented to the Board and recommended approval of a Contract with NV Grant Services for the CAT Park All-Inclusive Sports Field. The contract is for professional grant administration services in the amount lump sum of $2,000.00. The contract also includes monitoring and enforce federal labor standard provisions required, verify applicable wage decision, obtain all applicable federal documentation; and obtain and review all certified payroll reports of contractors. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $959,039.73. Mr. Childress asked a question regarding Academy Inc. Mr. Diehl stated that is for workforce development. Mr. Childress asked a question on Page 8 regarding the Murdock Booster Station and the status on completion. Mr. Diehl stated that project is 84% complete as of February 2022. President Henriott asked a question on Page 6 regarding the reimbursement of damage from Water Works unmarked line. Steve Moore, Water Works Superintendent, stated that a private sewer line was damaged due to unmarked locates along Wabash Avenue. Discussion ensued. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Tippecanoe Childe Abuse Prevention Council Erika Lee, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Tippecanoe Child Abuse Prevention Council Proclamation Reading to be held on April 1, 2022 from 11:00am-1:00pm at Riehle Plaza. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety March 29, 2022 Page 3 Special Event Request-Laces for Lisa 5K Tim Strueh, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Laces for Lisa 5K to be held on May 14, 2022 from 9:00am-11:30am on the streets surrounding Immanuel United Church of Christ and Jefferson High School. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Banner Request-Hunger Hike President Henriott presented to the Board and recommended approval of a Banner Request for Hunger Hike. The banner is to be hung on Columbia Street from September 13-27, 2022. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
