BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 12, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 12, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Cindy Murray. Ron Shriner and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the April 5, 2022 regular meeting. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,046,817.78. President Henriott asked a question on Page 16 regarding the Murdock Park Equipment. Mr. Diehl stated that this is equipment procured that is playground equipment and shelter. Mr. Diehl stated this is reimbursing the City with eligible CDBG funds. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-World Vision Global 6K Rev Kurt Kincanon, Event Representative, presented to the Board and recommended approval of a Special Event Request for the World Vision Global 6K to be held on May 21, 2022 from 9:00am-9:45am in the Evangelical Covenant Church neighborhood and surrounding streets. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Special Event Request-OUTFest Margy Deverall, Event Representative, presented to the Board and recommended approval of a Special Event Request for OUTFest to be held on August 20, 2022 from 12:00am midnight in downtown Lafayette. Mrs. Deverall stated that they will provide the Certificate of Insurance two weeks before the event. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-Hunger Hike Josh Prokopy, Event Representative, presented to the Board and recommended approval of a Special Event Request for Hunger Hike to be held on September 18, 2022 from 9:30am-4:30pm at Riehle Plaza. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety April 12, 2022 Page 2 Proclamation-Fair Housing Month 2022 Mayor Roswarski read the following proclamation: WHEREAS, the Fair Housing Act, enacted on April 11, 1968, enshrined into federal law the goal of eliminating racial segregation and ending housing discrimination in the United States; and WHEREAS, the Fair Housing Act prohibits discrimination in housing based on race, color, religion, sex, familial status, national origin, and disability, and commits recipients of federal funding to affirmatively further fair housing in their communities; and WHEREAS, the City of Lafayette is committed to the mission and intent of Congress to provide fair and equal housing opportunities for all; and WHEREAS, our social fabric, the economy, health, and environment are strengthened in diverse, inclusive communities; and WHEREAS, more than fifty years after the passage of the Fair Housing Act, discrimination persists, and many communities remain segregated; and WHEREAS, acts of housing discrimination and barriers to equal housing opportunity are repugnant to a common sense of decency and fairness. NOW, THEREFORE BE IT RESOLVED, that I, Tony Roswarski, do hereby declare the month of April, 2022 as Fair Housing Month in the City of Lafayette as an inclusive community committed to fair housing, and to promoting appropriate activities by private and public entities to provide and advocate for equal housing opportunities for all residents and prospective residents of the City of Lafayette. Proclamation-National Community Development Week Mayor Roswarski read the following proclamation: WHEREAS, the week of April 11‐15, 2022, has been designated as National Community Development Week to celebrate the Community Development Block Grant (CDBG) Program and the HOME Investment Partnership grant (HOME); and WHEREAS, the CDBG Program and HOME Program provide annual funding and flexibility to local communities to provide decent, safe, and affordable housing, a suitable living environment, and economic opportunities to low‐ and moderate‐income people, and WHEREAS, over the past three years, our community has received a total of $2,435,885 in HOME funds and $1,984,905 in CDBG funds and has funded a variety of projects that have directly benefited our citizens and neighborhoods; and NOW, THEREFORE BE IT RESOLVED, that I, Mayor Tony Roswarski, designate the week of April 11‐15, 2022, as National Community Development Week in the City of Lafayette, Indiana in support of these valuable programs that have made tremendous contributions to the viability of the housing stock, infrastructure, public services, and the economic well‐being of our community. Board of Public Works and Safety April 12, 2022 Page 3 BE IT FURTHER RESOLVED, that our community urges Congress and the Biden Administration to recognize the outstanding work being done locally and nationally with CDBG and HOME by supporting increased funding for the programs in Fiscal Year 2023. Mayor Roswarski commented on the numerous projects that City participates with/in around the community using CDBG and HOME funds. These funds touch a lot of lives over the years with these programs and allocations. Mayor Roswarski applauded and thanked the Lafayette Housing Authority for their hard work allocating funds and working with all the agencies. Ashley Adams, Housing Project Manager, listed all the agencies that benefit from the CDBG and HOME funds: Big Brothers Big Sisters of Greater Lafayette, Family Promise of Greater Lafayette, Lafayette Urban Ministry, Layette Transitional Housing Center, Recovery Café, Tippecanoe County Council on Aging, YWCA, City of Lafayette Engineering Department, City of Lafayette Parks Department, City of Lafayette Economic Development Department, Faith Community Development Corporation, Habitat for Humanity; and Homestead CS. Mr. Childress stated that he his proud of living in and being a part of the Lafayette community for the past 51 years. Mr. Childress mentioned that the City is in the best shape it has every been in. President Henriott stated that he has served on several of the boards of the agencies mentioned; and the funds that are allowed to the City are very important and valued.
