BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 3, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 3, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Cindy Murray, Amy Moulton and Ron Shriner Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the April 26, 2022 regular meeting. Mrs. Moulton seconded. Passed. BID OPENING 18 N. 5th Street Parking Garage 2022 Restoration This being the time set to open bids for the 18 N. 5th Street Parking Garage 2022 Restoration and the following bids were received and opened: Browning Chapman LLC Westfield, Indiana Base Bid: $1,971,700.00 Contingency Allowance: $394,340.00 Alternate #1: $74,300.00 Alternate #2: $63,700.00 Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. BIDS UNDER ADVISEMENT Ortman Lane Drainage Improvements Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Contract-Keystone Architecture for City Hall Space Study Mayor Roswarski gave an overview of the project and the purpose for this contract. Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract with Keystone Architecture for the City Hall Space Study in the amount of $35,800.00. Mr. Grenard stated that contract includes how to best use Board of Public Works and Safety May 3, 2022 Page 2 space available to the City to create a Public Safety Campus, right-sizing existing departments housed in City Hall, and also creating new or upgraded amenities for City employees. The time frame for this contract will be 2-3 months. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Change Order #1-Bonlou Drive and Creasy Lane Traffic Signal Installation Mr. Grenard presented to the Board and recommended approval of Change Order #1 for Bonlou Drive and Creasy Lane Traffic Signal Installation with HAWK Enterprises, Inc. The change order is an increase in the amount of $7,672.26 which brings the revised contract amount to $293,350.45. The change order includes reconciliation of quantities. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Parks Department Permission to Advertise-Columbian Park Restroom Phase 2-Sidewalks Project Claudine Laufman, presented to the Board and recommended approval of a Permission to Advertise for the Columbian Park Restroom Phase 2-Sidewalks Project. The publications are set to run of May 6 and 13, 2022 with the bid opening on May 24, 2022. This project will include the construction of surrounding sidewalks outside the new restroom building in Columbian Park. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Purchasing Declaration of Surplus Property-Information Technology Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for Information Technology. The surplus property includes 7 monitors and 13 PC’s that will either be sold on govdeals.com or recycled. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $647,857.73. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Special Event Request-Yoga by the Fountain Kim Barrett, Event Representative, presented to the Board and recommended approval of a Special Event Request for Yoga by the Fountain to be held every Friday from May-September 2022 from 12noon-1:00pm at Riehle Plaza. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Citizen’s Band 2022 Concert Schedule Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Citizen’s Band 2022 Concert Schedule. The concerts will be held at Riehle Plaza on various dates from May 30-Spetember 5, 2022. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety May 3, 2022 Page 3 Taxi Cab Permits Scott Anderson, Police Department, presented to the Board and recommended approval of taxi cabs permits for Lester Chaney, Marty Allison, Patrick Renfroe, Jeffery Foltz, Daniel Tierney, David King, Ronald Lehr, Yvonne Brummett and Amy Rossiter. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
