BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 24, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 24, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Ron Shriner. Absent: Norm Childress Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the May 17, 2022 regular meeting. Mr. Shriner seconded. Passed. BID OPENING Columbian Park Restroom Phase 2-Sidewalks Project No bids were received. NEW BUSINESS Engineering Recommendation for Rejection-18 N. 5th Street Parking Garage 2022 Restoration Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Rejection for the 18 N. 5th Street Parking Garage 2022 Restoration. Mr. Grenard stated that the sole bid that was received from Browning Chapman LLC was twice the amount over the engineer’s estimate. Notification was given to the lowest responsive bigger to make them aware of the City’s intention to recommend the Board of Works that we reject the bid. Mr. Grenard stated that the project might go through alternate procurement methods or be re-bid in late 2022. The project is for maintenance issues, not safety issues. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Kossuth Street Resurface from 4th Street to Earl Avenue Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Kossuth Street Resurface from 4th Street to Earl Avenue Project. Publications are set to run on May 27 and June 3, 2022 with the bid opening on June 21, 2022. Mr. Grenard stated that the Community Crossings Grant will go towards paying for 50% of the work up to $667,750.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety May 24, 2022 Page 2 Lafayette Housing Authority Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2019 Project #4-North 2nd Street Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2019 Project #4-North 22nd Street. This agreement provides up to $43,486.10 to construct and provide direct homebuyer assistance at 19 N. 22nd Street. The completed project will provide an energy efficient, newly constructed home for a new homebuyer. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,666,184.91. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Announcements Mayor Roswarski announced that Loeb Stadium received three (3) awards that include the 2022 Top Notch Standards of Excellence Award, the American Council of Engineering Companies (ACEC) Engineering Excellence Award; and the American Public Works Association (APWA) Project of the Year Award. Mayor Roswarski shared comments about the project, community involvement, and the City Departments involved.
