MINUTES
June 28, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, June 28, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Norm
Childress. Absent: Ron Shriner
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the June 21, 2022 regular meeting. Mrs. Murray seconded.
Passed.
BIDS UNDER ADVISEMENT
Kossuth Street Resurface from 4th Street to Earl Avenue
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Fire Department
Amendment #2-Agreement between the City of Lafayette and Local No. 472 Lafayette Fire Fighters Association
Mrs. Chosnek presented to the Board and recommended approval of Amendment #2 for the Agreement between
the City of Lafayette and Local No. 472 Lafayette Fire Fighters Association. Mrs. Chosnek stated that the
amendment includes the adoption of the agreement where the City of Lafayette added Juneteenth (June 19) as an
observed City holiday. This amends the contract for paid holidays. Mr. Childress moved for approval. Mrs.
Moulton seconded. Passed.
Lafayette Renew
Substantial Completion-Pearl River Lift Station CSO Storage Facility Phase II-C
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Substantial
Completion for Pearl River Lift Station CSO Storage Facility Phase II-C. Mr. Talley stated that the work
performed by Bowen Engineering has been reviewed and found to be substantially complete as of June 10, 2022.
Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
Amendment #2-Agreement with Greeley and Hansen for Climate Action Plan Phase IV and V
Mr. Talley presented to the Board and recommended approval of an Amendment #2 for the Agreement with
Greeley and Hansen for the Climate Action Plan Phase IV and V. Mr. Talley stated that this address public input,

plan completion and plan implementation through January 2023. Mr. Talley stated that amendment is a not-to-
proceed amount of $54,973.00 which is the City of Lafayette’s portion for this amendment which increase the
total contract value to $128,706.00. Maithilee Das, Engineer, gave a brief description of the Climate Action Plan
which includes covering input and outreach, grant and funding support, website updates, development of the
report, drafting of newsletters; and laying the groundwork and implantation for initiatives. Discussion ensued.
Mayor Roswarski echoed Ms. Das’s comments about the action plan by the positive feedback from the
community and the industry. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Agreement with Greeley and Hansen for the Gas-Powered Aeration Blower Pilot Assistance and Solar Field
Mr. Talley presented to Board and recommended approval of an Agreement with Greeley and Hansen for the Gas-
Powered Aeration Blower Pilot Assistance and Solar Field. Mr. Talley stated that the agreement is in the not-to-
exceed amount of $157,900.00. The contract includes facilitation of a pilot of the gas-powered blower at the
treatment plant, right sizing the solar field, assisting with preparing a request for qualifications for a specialized
solar energy provider, and assisting with construction services during installation of the solar field. Mr. Tally
stated that the solar field will offset peak and base electrical demand at the plant. Discussion ensued. Mrs.
Moulton moved for approval Mrs. Murray seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $6,226,239.40. Mr. Childress
asked a question on Page 22 regarding the 40 & 8 Lift Station project progress. Mr. Talley stated that the project
is roughly 40% complete. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
MISCELLANEOUS
Special Event Request-NAMI Walk
Sheri Moore, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the NAMI Walk to on held on October 8, 2022 from 8:00am to 3:00pm at Riehle Plaza and the John
T. Myers Bridge. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Special Event Request-Drug Free Coalition Overdose Awareness Day
Kristina Lesley, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Drug Free Coalition Overdose Awareness Day to be held on August 28, 2022 from 11:00am-
3:30pm on Main Street between 3rd and 4th Streets. Mrs. Moulton moved for approval. Mrs. Murray seconded.
Passed.
Special Event Request-Tippecanoe Health Dept. Community Health Block Party
Meagan Wykoff, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Tippecanoe County Health Dept, Community Health Block Party to be held on July 9, 2022 from
2:00pm-5:00pm on N. 12th Street between Salem and Union Streets. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.

2022 Byrne Local law Enforcement Assistance Grant
Brad Bishop, Lafayette Police Deputy Chief, informed the Board that Lafayette Police will be applying for the
2022 Byrne Local Law Enforcement Assistance Grant for $38,458.00 with an 80%/20% split with the Tippecanoe
County Sheriff’s Department. The $30,766.00 City allotment will go towards future purchases.
**President Henriott announced that the July 5, 2022 Board of Works meeting is cancelled. The next meeting will
be July 12, 2022**
