BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 15, 2022 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 15, 2022 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the November 8, 2022 regular meeting. Mrs. Moulton seconded. Passed. NEW BUSINESS Lafayette Renew Notice of Selection-Guaranteed Savings Contract for Solar Array at WWTP Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Notice of Selection for the Guaranteed Savings Contract for Solar Array at WWTP with Veregy. Mr. Talley stated that a team consisting of the City Engineer, City Attorney, a Board of Works Member and himself evaluated each proposal. The notice of selection gives the City and Veregy the opportunity to begin negotiation of a formal contract. Discussion ensued. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Purchasing Declaration of Surplus Property-Lafayette Police (5 Vehicles) Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Lafayette Police Department that includes 5 five (5) vehicles: Vehicle Make & Model VIN City ID # 2016 Dodge Charger 2C3CDXAG3GH130015 16-2 2016 Dodge Charger 2C3CDXAG7GH130020 16-7 2016 Ford Explorer PIU 1FM5K8AR7GGB64855 16-16 2016 Ford Explorer PIU 1FM5KAR3GGB64853 16-18 2013 Ford Explorer PIU 1FM5K8AR2DGB29765 13-209 Mr. Payne stated that the vehicles will be used as trade-ins on an upcoming vehicle purchase. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety November 15, 2022 Page 2 Contract Renewal-2023 Fuel Contract with Newton Oil Mr. Payne presented to the Board and recommended approval of a Contract Renewal for the 2023 Fuel Contract with Newton Oil. Mr. Payne stated that Newton Oil Company has offered to renew the 2022 contract (original 2007 contract) for Gasoline, Diesel, Bio-Diesel and Ethanol Fuels for the calendar year 2023. Mr. Payne stated that Newton Oil will provide guaranteed same day delivery in most instances or, on deliveries made beyond the date of the order, they honor the rack price from date of order or the rack price on date of delivery. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Recommendation of Contract Renewal for Landscape Maintenance-Brightview Landscapes Mr. Payne presented to the Board and recommended approval of a Recommendation of Contract Renewal for Landscape Maintenance with Brightview Landscapes. Mr. Payne stated that Brightview will perform the same landscape services for the same contract amount in the 2022 contract ($255,543.00). Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Paula King, Controller’s Office, presented for Board approval, Claims in the amount of $2,900,528.44. Mr. Childress asked a question on Page 11 regarding the Avon Lightweight Combat Helmet for LPD and the Hesco Rifle Plates for LPD SWAT. Mrs. King stated that these invoices are for multiple LPD employees but not the whole Police Department unit. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Proclamation-National Hunger and Homelessness Awareness Week 2022 Mayor Roswarski read the following proclamation: WHEREAS, for many years the Homeless Prevention and Intervention Network has conducted activities to commemorate National Hunger and Homelessness Awareness Week sponsored by the National Coalition for the Homeless and National Student Campaign Against Hunger and Homelessness; and WHEREAS, the purpose of this proclamation is to support the efforts of the Homeless Prevention and Intervention Network to educate the public about the many reasons why very low income residents are hungry and homeless in Tippecanoe County; and WHEREAS, there are many organizations committed to sheltering and providing supportive services as well as meals and food to the homeless including all of the members of the Homelessness Prevention and Intervention Network; and WHEREAS the community recognizes that hunger and homelessness continues to be a serious problem for many individuals and families in Tippecanoe County, particularly with the impact of rising food, fuel and housing costs. Now, Therefore, be it resolved that I, Tony Roswarski, Mayor of the City of Lafayette; and I, John Dennis, Mayor of the City of West Lafayette; and I, Tom Murtaugh, President of the Tippecanoe County Commissioners, do hereby proclaim, November 12-20, 2022 as National Hunger and Homelessness Awareness Week. Board of Public Works and Safety November 15, 2022 Page 3 Be it further resolved that we encourage all citizens to recognize that many people do not have housing or enough food and need support from citizens, and private/public non-profit service entities. Proclamation-National Apprentice Week November 14-20, 20222 Mayor Roswarski read the following proclamation: A SPECIAL PROCLAMATION recognizing the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. WHEREAS, this week the country celebrates National Apprenticeship Week recognizing the value of skilled training to workforce and economic development, we recognize the impact made by the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association, throughout Indiana; and WHEREAS, by providing skilled apprenticeship training programs to Hoosiers statewide, the Indiana Union Construction Industry and the Indiana Careers in Construction Association are providing opportunities for residents of LAFAYETTE and the surrounding areas to improve their skills, careers, and their lives. These registered apprentice training programs are an asset to our community and our state; and WHEREAS, there are currently more than 75,000 skilled trades men and women in the Indiana Union Construction Industry. WHEREAS, these skilled tradespersons are essential for successful completion of public works and private construction projects that elevate our communities; and WHEREAS, the Indiana Union Construction Industry makes a private industry investment of more than $54 million dollars in apprenticeship training through their jointly managed apprenticeship programs which represents 85% of annual apprentice program investments throughout the State; and WHEREAS, since 1993, more than 20,000 apprentices from the Indiana Union Construction Industry have earned an Associate’s Degree in Applied Science from Ivy Tech Community College as a direct result of their enrollment in a union construction apprenticeship program. This two-year degree is earned at no additional cost to the student, therefore: BE IT RESOLVED BY THE CITY OF LAFAYETTE, INDIANA: SECTION 1. The City of LAFAYETTE proudly recognizes the Indiana Union Construction Industry and their recruitment arm, the Indiana Careers in Construction Association. SECTION 2.
