MINUTES
November 29, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 29, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress
and Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the November 22, 2022 regular meeting. Mrs. Moulton
seconded. Passed.
BID OPENING
Vinton Woods Stormwater Conveyance Improvements Project
This being the time set to open bids for the Vinton Woods Stormwater Conveyance Improvements Project and the
following bids were received and opened:
Atlas Excavating
West Lafayette, Indiana
Base Bid: $5,196,453.00
Bowen Engineering
Indianapolis, Indiana
Base Bid: $4,036,256.80
Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed.
QUOTE OPENING

This being the time set to open quotes for the Highland Park Curb Replacement Project and the following quotes
were received and opened:

NEW BUSINESS
Purchasing
Permission to Advertise-2023 Downtown Waste Removal
Dan Crowell, Street Commissioner, presented to the Board and recommended approval of a Permission to
Advertise for the 2023 Downtown Waste Removal Project. The publications are set to run on December 2 & 9,
2022 with a bid opening on December 20, 2022. Mrs. Moulton moved for approval. Mr. Childress seconded.
Passed.
Lafayette Housing Authority
Release of Mortgage-1617 N. 15th Street, Lafayette Indiana
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 1617 N. 15th Street Lafayette Indiana. Mrs. Oakley stated that the homeowner has satisfied the 10-year period
of affordability. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Release of Covenant for Deed Restrictions-1617 N. 15th Street, Lafayette Indiana
Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions

Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 808 Rose Street
West Lafayette Indiana. Mrs. Oakley stated that the homeowner has satisfied the 10-year period of affordability.

Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 328 Meridian Street
West Lafayette Indiana. Mrs. Oakley stated that the homeowner has satisfied the 10-year period of affordability.

CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $2,093,536.89. Mr. Childress
asked a question on Page 15 regarding the Intact US Financial Service invoice for deductible invoices various
Areas. Mr. Diehl stated that is an insurance carrier that the city uses. Mr. Childress asked a question on Page 9
regarding the Suncrest Psychological Service invoice for EAP Services October 2022/LPD Training. Mr. Diehl
stated that he would look into that invoice for the Board. Mr. Childress asked a question on Page 20 regarding the
Bowen Engineering invoice for Murdock Park Booster Station. Mr. Diehl stated that is the last invoice for
everything except retainage and the project is 100% complete. President Henriott asked a question on Page 11
regarding Minuteman Security Technologies for Annual Security Center Subscription. John Withers, Parking
Operations, stated that is for the license plate recognition system for downtown vehicle parking. President
Henriott asked a question on Page 15/18 regarding CDW Government for Microsoft 365. Mr. Diehl stated that is
the new software for the City of Lafayette. President Henriott asked a question on Page 17 regarding Merrell Bros
for land application of biosolids October 2022. Mr. Diehl stated that for large number of gallons distributed to
land application. Brad Talley, Renew Superintendent, stated that was for 4.45 Million Gallons due to harvest
season and crops coming out of the fields. Mr. Childress moved for approval. Mr. Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Pearl Harbor Day Ceremony
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Pearl Harbor
Day Ceremony to be held on December 7, 2022 from 10am-1pm at Riehle Plaza, Big 4 Depot and the John T.
Myers Bridge. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Mrs. Murray announced that the 2022 Christmas Parade will be held this Saturday December 3 at 5:30pm on
Main Street in Downtown Lafayette.
