BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
December 13, 2022
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 13, 2022 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress
and Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the December 6, 2022 regular meeting. Mr. Childress
seconded. Passed.
NEW BUSINESS
Lafayette Renew
Recommendation for Award-Vinton Woods Stormwater Conveyance Improvements Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Recommendation for
Award for the Vinton Woods Stormwater Conveyance Improvements Project with Bowen Engineering in the
amount of $4,036,256.80. The project consists of pond and outlet structure reconstruction, relocation of existing
watermain and sanitary sewer, asphalt pavement replacement, guardrail installation, erosion and sediment control,
and any other miscellaneous work pertaining to the project work area. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
Purchasing
Recommendation for Award-McAllister Center Tuckpointing and Brick Replacement Project
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Recommendation for
Award for the McAllister Center Tuckpointing and Brick Replacement Project with Ziolkowski Construction.
Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
Contract- McAllister Center Tuckpointing and Brick Replacement
Mr. Payne presented to the Board and recommended approval of a Contract for the McAllister Center
Tuckpointing and Brick Replacement Project with Ziolkowski Construction in the amount of $269,445.00. Mr.
Shriner moved for approval. Mr. Childress seconded. Passed.

Notice to Proceed- McAllister Center Tuckpointing and Brick Replacement
Mr. Payne presented to the Board and recommended approval of a Notice to Proceed for the McAllister Center
Tuckpointing and Brick Replacement Project. The project is set to start today. Mr. Childress moved for approval.
Mrs. Murray seconded. Passed.
Economic Development
Historic Demolition Permit-1941 Echo Street (Barn Only)
John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 1941 Echo Street for the Barn only. Mr. Collier stated that because the property is listed as
historic in the Lafyette Preservation Notebook, this demolition request was reviewed by Dann Keiser, Lafayette
Historic Preservation Officer, who determined that the loss of the barn would be a loss of an historic resource in
the city. Mr. Collier stated that Mr. Keiser recommended upholding the 60-day waiting period. Mr. Childress
moved to uphold the 60-day waiting period. Mr. Shriner seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $1,061,733.99. President
Henriott asked a question on Page 11 regarding the Traffic Control Corporation invoice for Rapid Response
Flashing Beacon Replacement. Mr. Diehl stated that is for railroad crossing solar powered flasher. President
Henriott asked a question on Page 12 regarding the TJW Industrial invoice for Fire Station 5 AAON repairs. Mr.
Diehl stated that is for an HVAC rooftop unit at Station #5. President Henriott asked a question on Page 14
regarding the Almost Home Humane Society invoice for Animal Sheltering December 2022 and when the current
contract with them is expiring. Mr. Diehl stated that the current contract is valid through June 2023. Discussion
ensued. Mrs. Murray moved for approval. Mr. Childress seconded. Passed.
MISCELLANEOUS
Special Event Request-Homeless Person’s Memorial Vigil & Speech
Jennifer Shook, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Homeless Person’s Memorial Vigil & Speech to be held on December 12, 2022 from 3:30pm-
5:30pm located on 12th Street between Union Street and Salem Street. The event is scheduled for 4:30pm. Mr.
Shriner moved for approval. Mr. Childress seconded. Passed.
