~ LAFAYETTE ~ MINUTES OF THE LAFAYETTE REDEVELOPMENT COMMISSION December 15, 2022 11:00 am Board of Works, City Hall Attendance Commissioners: Frank Donaldson, James Foster, Shelly Henriott, Jos Holman, Jim Terry Ex-Officio Members: Absent: Josh Loggins, Dave Moulton Staff: Dennis Carson, Economic Development Director; Tony Roswarski, Mayor; Jeremy Diehl, Controller; Jacque Chosnek, City Attorney; Jeromy Grenard, City Engineer; Michelle Conwell; Economic Development Administrative Coordinator Guests: Brian Pohlar, HWC; Colin Sullivan, BF&S; Joe Pal, WLFI Welcome and Call to Order Jos Holman welcomed everyone to the Redevelopment Commission meeting, noted that a quorum was present and opened the meeting ofthe Lafayette Redevelopment Commission at 11:00am. Minutes Jim Terry moved to approve the minutes of the November 17, 2022 meeting. James Foster seconded and the motion passed unanimously. New Business Approve 2023 RDC meeting dates - Shelly Henriott moved to approve the 2023 Redevelopment Commission meeting dates. Frank Donaldson seconded, and the motion passed unanimously. Milestone Construction: Main Street Streetscape Phase IV-Change Order #3 -It was discovered that a previous Main Street Streetscape site needed some attention to address a potential tripping hazard. The added cost for this work and change order is $5,629.00 which brings the total contract to date from $1,359,186.82 to $1,364,815.82. Frank Donaldson moved to approve. Jim Terry seconded, and the motion passed unanimously. Streetscape VII bid: Recommendation/Notice of award -Two bids were received for the Streetscape VII Phase. The first from Milestone Contractors in the amount of $1,278,000 and the second from Rieth Riley Construction in the amount of $1,530,800. With Milestone being the lowest and most responsible bidder, it was recommended that Milestone be awarded the project. Jim Terry moved to approve. Frank Donaldson seconded, and the motion passed unanimously. Agreement - The contract for the project with Milestone Contractors in the amount of $1,278,000. Shelly Henriott moved to approve. James Foster seconded, and the motion passed unanimously. Notice to proceed - The Notice for Milestone to commence work on Streetscape VII starting January 16, 2023 with substantial completion by earlier of July 30, 2023 or 120 days after start of construction. The date for readiness for final payment the latter of July 21, 2023 or 45 calendar days after receipt of Traffic Signal Structure. Jim Terry moved to approve. Shelly Henriott seconded, and the motion passed unanimously. Director's Report Work continues on the Public Safety Center: • The alley has been opened and most of the asphalt paving on site has been completed. • Stairs at the main entrance are being installed • The Horner Building historic fac;:ade has been erected. • Level 2 has passed ceiling inspection • The Architect has performed the punch list on floors 3 & 4. • Furniture will be installed after the holidays. • Work on floors 1 & 2 continues • The project is on schedule and on budget. Claims Following discussion, Jim Terry moved to approve the December claims in the amount of Three Million Forty-Four Thousand One Hundred Thirty-One Dollars and Eleven Cents ($3,044,131.11). James Foster seconded and the motion passed unanimously. Public Comment-no comment Adjournment Shelly Henriott moved to adjourn the meeting. James Foster seconded and the motion passed unanimously.
