BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 24, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 24, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Norm Childress and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the January 17, 2023 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Economic Development Historic Demolition Permit-524 N. 7th Street (Garage Only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 524 N. 7th Street Garage Only that is located in the Centennial National Historic District. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer, determined that the loss of the original garage would have a negative impact on the historic district. Mr. Collier stated that Mr. Keiser recommended upholding the 60-day waiting period. Discussion ensued. Mr. Childress moved to uphold the 60- day waiting period. Mr. Shriner seconded. Passed. Legal Counsel Subsidy Agreement-Lafayette Four Precious Paws Low Cost Spay & Neuter Clinic Rent Ms. Chosnek presented to the Board and recommended approval of a Subsidy Agreement for the Lafayette Four Precious Paws Low Cost Spay & Neuter Clinic Rent. Ms. Chosnek stated that Four Precious Paws recently moved into the Lafayette area. Ms. Chosnek stated that the City of Lafayette, the City of West Lafayette, and Tippecanoe County have partnered with them to help subsidize the rent of the new Low Cost Spay and Neuter Clinic for the first three (3) years. The agreement with the cities and the clinic shows the subsidy will include un to $48,000.00 the first year, up to $36,000.00 the second year, and up to $24,000.00 the third year. The City of Lafayette is the lead agency on this agreement but the costs are being split by the Interlocal Agreement with the City of Lafayette (50%), Tippecanoe County (40%) and West Lafayette (10%). Julie and Carri Wilson, Owners of 4 Precious Paws Clinic, answered questions from the Board the includeD the rent subsidy, what services they provide, pricing and future sustainability. Passed. Board of Public Works and Safety January 24, 2023 Page 2 Lafayette Renew Amendment #1-Vinton Woods Stormwater Conveyance Improvements with Christopher Burke Engineering Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Amendment #1 for the Vinton Woods Stormwater Conveyance Improvement with Christopher Burke Engineering. This amendment includes specific scope changes that include design documents, sanitary sewer easements, right-of-entry documentation, and construction related services. The total cost for the tasks outlined are in the amount of $53,400.00 which brings the revised total estimated fee for this project to $292,400.00. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Task Order #5-Wastewater Master Plan Update with Wessler Engineering Mr. Talley presented to the Board and recommended approval of Task Order #5 for Wastewater Master Plan Update with Wessler Engineering. Mr. Talley stated that due to new and proposed growth and development, updates are needed for planning future capital improvements. Mr. Talley stated that the fee for this task order shall not exceed $50,000.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Parks Department Contract with Keystone Architecture for Commissary Building at Columbian Park Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with Keystone Architecture for the Commissary Building at Columbian Park. Mrs. Laufman stated that this service building will serve as the central diet preparation area for the zoo, holding space for animal residents, and allow for extra storage. The key components of this contract include the design of a service building that will be approximately 2,600 square feet in size, building will feature controlled air along with interior storage space; and includes bidding and construction administration services. Mrs. Laufman stated that the contract is in the amount of $46,800.00 plus reimbursable expense with work to begin on January 24, 2023 and completion of the project in early 2024. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $3,166,879.89. Mr. Shriner asked a question on Page 15 regarding the Norfolk & Southern Corporation for four (4) crossings. Jeromy Grenard, Public Works Director, stated that those invoices are for the established quiet zones. Mr. Diehl stated that these invoices are for annual maintenance fees for the signals. Mr. Childress asked a question on Page 16 regarding the Axon Enterprise invoice for 5-year office safety plan. Mr. Diehl stated that this invoice is an annual amount for the management of body cameras, tasers, fleet plan, evidence software and licensing. President Henriott asked a question on Page 15 regarding the Quench USA invoice. Mr. Diehl stated that he would have to get back with the Board about that invoice. President Henriott asked a question on Page 18 regarding the HWC invoice for Service Area 11B Design. Mr. Diehl stated that they are about 18% through the contract. Mr. Childress moved for approval.
