BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 14, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 14, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner, and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the March 7, 2023 regular meeting. Mrs. Moulton seconded. Passed. BID OPENING McCaw Park-New Dog Park Restroom Building 3745 Union Street This being the time set to open bids for the McCaw Park-New Dog Park Restroom Building 3745 Union Street and the following bids were received and opened: J.R. Kelly Company, LLC Lafayette, Indiana Base Bid: $2,559,000.00 Alternate #1: $76,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. QUOTE OPENING RFQ-City Hall Roof Replacement 2023 This being the time set to open quotes for the RFQ City Hall Roof Replacement 2023 and the following quotes were received and opened: All Seasons Roofing Lafayette, Indiana Quote: $132,680.00 Bone Dry Roofing Lafayette, Indiana Quote: $119,217.00 Mr. Childress moved to take the quotes under advisement for further review. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 14, 2023 Page 2 BIDS UNDER ADVERTISEMENT 4th Street Sewer Realignment Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-Valley Forge Concrete Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the Valley Forge Concrete Replacement Project with Dixon Construction. The bid was determined to be complete. The bid bond, Form 96 and company financial information was submitted. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Contract- Valley Forge Concrete Replacement Project Mr. Grenard presented to the Board and recommended approval of a Contract for the Valley Forge Concrete Replacement Project with Dixon Construction in the amount of $337,317.00. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Notice to Proceed- Valley Forge Concrete Replacement Project Mr. Grenard presented to the Board and recommended approval of a Notice to Procced for the Valley Forge Concrete Replacement Project. The project will be able to start as soon as today with the completion date around November 2023. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $4,730,473.21. Mr. Childress asked a question on Page 6 regarding the AIM Medical Trust/Dental/Vision invoices for Payroll Run X. Mr. Childress asked how the City is handling the healthcare cost inflation. Mr. Diehl and Mayor Roswarski explained to the Board what provisions the City has set in place for this situation. President Henriott asked a question on Page 14 regarding the McQueen Equipment LLC invoice for Elevator Keys for all Trucks. Fire Chief Richard Doyle stated that all fire trucks will have specialty elevator keys used for emergencies and Lock Out/Tag Out procedures. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Special Event Request-Bike to Work Day Margy Deverall, Event Representative, presented to the Board and recommended approval of a Special Event Request for Bike to Work Day to held on May 19, 2023 from 8:00am-10:00am located on the John T. Myers Bridge for both the City of Lafayette and the City of West Lafayette. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 14, 2023 Page 3 Banner Request-Hunger Hike President Henriott presented to the Board and recommended approval of a Banner Request for Hunger Hike to be hung on Columbia Street from August 29 to September 12, 2023. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Banner Request-Stars and Stripes President Henriott presented to the Board and recommended approval of a Banner Request for Stars and Stripes to be hung on Columbia Street from June 20 to July 4, 2023. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Banner Request-Christmas Parade President Henriott presented to the Board and recommended approval of a Banner Request for the Christmas Parade to be hung on Columbia Street from November 21 to December 5, 2023. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
