BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 21, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 21, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner, and Amy Moulton. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the March 14, 2023 regular meeting. Mr. Childress seconded. Passed. BID OPENING RFP for Construction Manager as Constructor (CMc) This being the time set to open proposals for the RFP for Construction Manager as Constructor (CMc) and the following proposals were received and opened: Kettelhut Construction, Inc Lafayette, Indiana Mr. Shriner moved to take the proposals under advisement for further review. Mr. Childress seconded. Passed. BIDS UNDER ADVERTISEMENT McCaw Park-New Dog Park Restroom Building 3745 Union Street President Henriott stated that this item will remain under advisement. RFQ-City Hall Roof Replacement 2023 President Henriott stated that this item will remain under advisement. NEW BUSINESS Lafayette Renew Recommendation for Award-4th Street Sewer Realignment Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Recommendation for Award for the 4th Street Sewer Realignment Project with Bowen Engineering. Mr. Talley stated that bids were Board of Public Works and Safety March 21, 2023 Page 2 received from Bowen Engineering and Atlas Excavating. The award is going to Bowen Engineering as the lowest and responsive bidder. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Contract-4th Street Sewer Realignment Project Mr. Talley presented to the Board and recommended approval of a Contract for the 4th Street Sewer Realignment Project with Bowen Engineering in the amount of $849,096.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Notice to Proceed-4th Street Sewer Realignment Project Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the 4th Street Sewer Realignment Project. Mr. Talley stated that the project can begin today March 21, 2023 with the substantial completion by August 18, 2023 and the final completion by September 18, 2023. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Housing Authority Release of Mortgage-210 W. Stadium Ave., West Lafayette Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 210 W. Stadium Ave., West Lafayette. Mrs. Oakley stated that the period of affordability has been satisfied. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Release of Mortgage-275 Lincoln Street, West Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 275 Lincoln Street, West Lafayette. Mrs. Oakley stated that the period of affordability has been satisfied. Mr. Shriner moved for approval. Mr. Childress seconded. Passed CLAIMS Jeremy Diehl, Controller, presented for Board approval, Claims in the amount of $2,973,369.35. President Henriott asked a question on Page 10 regarding the Apparatus Service Corporation invoice for Sensors & Gas for Monitors. Fire Chief Richard Doyle stated that the Fire Department has gas monitors with sensors that need replaced. President Henriott asked a question on Page 10 regarding the Caldwell Tanks invoice for Elevated Water Storage Tank at Wea Water Tower progress. Mr. Diehl stated that project is 57% complete. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Special Event Request for Round the Fountain Art Fair to held on May 27, 2023 from 6:00am-6:00pm located on and around the Tippecanoe County Courthouse and surrounding streets in downtown Lafayette. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 21, 2023 Page 3 Banner Request-CASA President Henriott presented to the Board and recommended approval of a Banner Request for CASA to be hung on Columbia Street from April 4-18, 2023. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Spring Fire Hydrant Flushing Steve Moore, Water Works Superintendent, announced that Spring Hydrant Flushing will being on Sunday, April 9th, 2023 for two weeks on Sunday through Thursday from 10:00pm to 6:00am. Should any customers experience issues regarding water quality please contact the Water Works Plant or the Utility Billing Office.
