BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 2, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 2, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner, and Norm Childress. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the April 25, 2023 regular meeting. Mrs. Murray seconded. Passed. *The audio recording is mostly inaudible due to the wireless microphone for the remainder of this meeting* NEW BUSINESS Engineering Permission to Advertise-2023-1 Edgelea Addition CCMG Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the 2023-1 Edgelea Addition CCMG Project (Community Crossing Matching Grant). The publications are set to run on May 5 & 12, 2023 with the bid opening on May 23, 2023. Mr. Grenard gave the Board a brief description of the project details. The city was awarded $882,865.00 and the City will match the funds for that project. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Economic Development Historic Demolition Permit-908 S. 24th Street John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 908 S. 24th Street. Mr. Collier stated that the property is listed in the Tippecanoe County Interim Report. The request has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the loss of the structure would be a loss of an historic resource. Mr. Collier stated that Mr. Keiser recommended upholding the 60-day waiting period. Mrs. Murray moved to uphold the 60-day waiting period. Mr. Childress seconded. Passed. Parks Department Contract with Alt & Witzig Engineering-McCaw Dog Park and Restroom Building Project Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Contract with Alt & Witzig Engineering for the McCaw Dog Park and Restroom Building Project. Mrs. Laufman stated that the Board of Public Works and Safety May 2, 2023 Page 2 major components of the contract are performing various quality control inspections and tests during the construction process. The scope includes, but not limited to, concrete foundations, concrete slab, backfill compaction, floor flatness, masonry, hardscape concrete and asphalt testing. The anticipated cost of these services is estimated at $13,605.00 with work to begin on May 2, 2023. The project is slated to be complete in December 2023. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Lafayette Renew Contract with Christopher B. Burke Engineering for MS4 Pollution Prevention and Good Housekeeping Stormwater Pollution Prevention Plan Updates Professional Services Proposal Angie Andrews, Renew, presented to the Board and recommended approval of a Contract with Christopher B. Burke Engineering for MS4 Pollution Prevention and Good Housekeeping Stormwater Pollution Prevention Plan Updates Professional Services Proposal. Mrs. Andrews stated that the contract includes revisions and updates to the PP&GH SWPPs for five City-owned facilities. The SWPPs will include updates GIS map exhibits. Mrs. Andrews stated the contract is a not-to-exceed amount of $8,500.00. Mrs. Andrews answered questions from the Board. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $3,633,539.06. President Henriott asked a question on Page 23 regarding the Brightview Holdings Inc for the March Monthly Invoice. Mr. Diehl stated that was an invoice for the month of March that includes mulch, cleanup, plantings, and Spring type landscaping. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-OUTFest Margy Deverall, Event Representative, presented to the Board and recommended approval of Special Event Request for the OUTFest to be held on August 19, 2023 from 8:00am-12:00am (midnight) located in Downtown Lafayette on Main Street from 6th Street to 9th Street. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
