MINUTES
July 11, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, July 11, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were Gary Henriott, Amy Moulton, Cindy Murray and Ron
Shriner. Absent: Eric Rody
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the June 27, 2023 regular meeting. Mrs. Murray seconded.
Passed.
NEW BUSINESS
Lafayette Renew
Amendment #1-Agreement with HWC Engineering for Service Area 11B
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Amendment #1 for the
Agreement with HWC Engineering for Service Area 11B. The amendment includes the additional design related
services for the extension of water mains and sanitary sewer beyond the limits of the original design with scopes
of service similar to the original contract. The amendment also includes an added service to the original scope for
tasks related to land acquisition required for the project. The amount of the amendment is not-to-exceed
$490,870.00 which brings the revised contract amount to $1,707,370.00. Discussion ensued. Mr. Shriner moved
for approval. Mrs. Murray seconded. Passed.
Purchasing
Declaration of Surplus Property-Purchasing
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
Property for the Purchasing Department that includes 14 iPhone 11s and 1 iPhone 12. Mr. Payne stated that the
items have been replaced with newer equipment and will be sold. Mrs. Moulton moved for approval. Mrs. Murray
seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $20,736,857.85. President
Henriott asked a question on Page 21 regarding Northwest Central Indiana Community Invoice for ½ of 2023
Contribution. Mr. Diehl stated that was an EDIT Fund obligation and will email the Board with a detailed
explanation. Mrs. Murray asked a question on Page 17 regarding the Certasite LLC Invoices for Annual
Inspection and Service Calls. Mr. Diehl stated this is for Fire Extinguisher Inspection and Certification. Mrs.
Moulton moved for approval. Mr. Shriner seconded. Passed.

MISCELLANEOUS
Special Event Request-Stand With Ukraine-Lafayette Indiana
Larissa, Event Representative, presented to the Board and recommended approval of a Special Event Request for
Stand with Ukraine Lafayette Indiana to be held on July 29, 2023 from 9:00am-1:00pm on the John T. Myers
Bridge for a fundraising event and community outreach. Mr. Shriner moved for approval. Mrs. Moulton
seconded. Passed.
Special Event Request-Whole Truth Apostolic Faith Community Yard Sale and Festival
Mary Kenner, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Whole Truth Apostolic Faith Community Yard Sale and Festival to be held on August 5, 2023
from 5:00am-8:00pm on Adams Street between 19th Street and 20th Street. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
Special Event Request-Drug Free Coalition of Tippecanoe County Overdose Awareness Day
Amanda Ferguson, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Drug Free Coalition of Tippecanoe County Overdose Awareness Day to be held on August 27,
2023 from 11:00am-2:00pm at Riehle Plaza. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
Special Event Request-Hartman Wedding Ceremony
Gianna Hartman, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Hartman Weeding Ceremony to be held on September 9, 2023 from 12:00pm-5:30pm at Riehle
Plaza and the John T. Myers Bridge. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Banner Request-Lafayette Roller Derby
President Henriott presented to the Board and recommended approval of a Banner Request for the Lafayette
Roller Derby to be hung on Columbia Street from September 12-26, 2023. Mrs. Murray moved for approval. Mr.
Shriner seconded. Passed.
Banner Request-Feast of the Hunters Moon
President Henriott presented to the Board and recommended approval of a Banner Request for the Feast of the
Hunters Moon to be hung on Columbia Street from September 26-October 10, 2023. Mrs. Moulton moved for
approval. Mrs. Murray seconded. Passed.
2023 Byrne Local Law Enforcement Assistance Grant
Brad Bishop, Lafayette Police Deputy Chief, informed the Board that Lafayette Police will be applying for the
2023 Byrne Local Law Enforcement Assistance Grant for $41,838.00 with an 80%/20% split with the Tippecanoe
County Sheriff’s Department.
