MINUTES
September 19, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, September 19, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner
and Eric Rody
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the September 12, 2023 regular meeting. Mrs. Murray
seconded. Passed. Mr. Rody abstained.
BID OPENING
2023 Sanitary Sewer Rehabilitation Project
This being the time set to open bids for the 2023 Sanitary Sewer Rehabilitation Project and the following bids
were received and opened:

Mr. Shriner moved to take the bids under advisement for further review. Mr. Rody seconded. Passed.

Raineybrook Lift Station Upgrade Project
This being the time set to open bids for the Raineybrook Lift Station Upgrade Project and the following bids were
received and opened:
Bowen Engineering
Indianapolis, Indiana
Base Bid: $2,098,500.00
Atlas Excavating, Inc
West Lafayette, Indiana
Base Bid: $2,230,000.00
Mr. Rody moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed.
NEW BUSINESS
None
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,956,581.76. Mrs. Murray
asked a question on Page 12 regarding the Lafayette Transitional Housing Center invoice for Homeless Service
Engagement Center Capital Campaign. Mr. Diehl stated that this is paid for through EDIT Funds to Transitional
Housing for the City’s annual commitment. Mayor Roswarski stated that this $50,000.00 invoice is the last of the
annual payments for a total of $250,000.00 to help build the building. Mrs. Moulton moved for approval. Mrs.
Murray seconded. Passed.
MISCELLANEOUS
Fall Fire Hydrant Flushing Schedule
Steve Moore, Water Works Superintendent, announced to the Board that the Fall Fire Hydrant Flushing is
scheduled to begin on Sunday, October 1, 2023 and will continue for two weeks from 10:00pm-7:00am. Should
any customer experience issues regarding this flushing, please contact the Water Works Plant or the Utility
Billing Office.
Proclamation-National Adult Education Family Literacy Week
WHEREAS, More than 51.4 million Americans can’t read or write at the most basic level while 75.1 million
lack basic math skills, as well as the credentials and skills necessary to succeed in post-secondary
education; and
WHEREAS, Every year, one in three young adults drop out of high school; and
WHEREAS, American Action Forum estimates that America is short an estimated 7.5 million private sector
workers across all skill levels; and

WHEREAS, Adult education programs contribute to solving these challenges by helping Americans move
along the continuum in their educational journey to achieve basic skills and get prepared for
career and college; and
WHEREAS, Adult education programs in high schools and adult schools, community colleges and community
centers offer low cost, high value programs that upgrade the skill set of our citizens; and
WHEREAS, The City of Lafayette, Indiana celebrates Adult Education and Family Literacy Week as a proud
participant in the national Educate & Elevate Campaign which helps our citizens learn about all
of their adult education options to attain their professional and personal goals.
NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, Indiana, proclaim the week of September 18 to
September 22, 2023, as ADULT LITERACY WEEK in the City of Lafayette, Indiana.
