BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 3, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 3, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner and Eric Rody Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the September 26, 2023 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Columbian Park Zoo New Commissary Building President Henriott stated that this item will remain under advisement. NEW BUSINESS Lafayette Renew Recommendation for Award-2023 Sanitary Sewer Rehabilitation Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Recommendation for Award for the 2023 Sanitary Sewer Rehabilitation Project with Miller Pipeline in the amount of $366,200.67. Mr. Shriner moved for approval. Mr. Rody seconded. Passed Recommendation for Award-Raineybrook Lift Station Upgrade Project Mr. Talley presented to the Board and recommended approval of a Recommendation for Award for the Raineybrook Lift Station upgrade Project with Bowen Engineering in the amount of $2,098,500.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed Parks Department Proposal for McCaw Park Field 3 with Marschand’s Athletic Field Services Jon Miner, Parks Department, presented to the Board and recommended approval of a Proposal for McCaw Park Field 3 with Marschand’s Athletic Field Services in the amount of $36,614.60. Mrs. Murray moved for approval. Mr. Rody seconded. Passed Proposal for Armstrong Park Fields 1, 2, & 3 Roofing with Wabash Valley Exteriors Board of Public Works and Safety October 3, 2023 Page 2 Mr. Miner presented to the Board and recommended approval of a Proposal for Armstrong Park Fields 1, 2, & 3 Roofing with Wabash Valley Exteriors in the amount of $5, 379.65. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Clerks Department 2024 City of Lafayette Holiday Schedule Mrs. Murray presented to the Board and recommended approval of the 2024 City of Lafayette Holiday Schedule. The schedule was reviewed and approved by Mayor Roswarski. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. MISCELLANEOUS Special Event Request-Jeff High School Band Contest-Indiana State Open Kayla Anderson, Event Representative, presented to the Board and recommended approval of a Special Event Request for Jeff High School Band Contest Indiana State Open to be held on October 7, 2023 from 8:00am- 8:00pm on 2nd Street from Teal Road to Gregory Street. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Clear River Church Trunk or Treat Alan Yang, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Clear River Church Trunk of Treat to be held on October 28, 2023 from 3:00pm-8:00pm on Cincinnati Street from 3rd to 4th Street. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Proclamation-National Chiropractic Health Month 2023 Mayor Roswarski read the following proclamation: WHEREAS, About 20 percent of adults in the United States – one in five – experience chronic pain, which is pain lasting more than three months; WHEREAS, New cases of chronic pain occur more frequently among adults than new cases of other common chronic conditions such as diabetes and high blood pressure; WHEREAS, In the U.S., musculoskeletal conditions – a common cause of chronic pain – result in more than 130 million healthcare visits annually, making them the No. 1 reason people visit their doctors; WHEREAS, Low back pain, which ranks among the most common forms of chronic pain, has been one of the leading reasons why people are prescribed opioids; and the number of people worldwide living with back pain is projected to increase by 36% to 843 million over the next 30 years; WHEREAS, According to the Centers for Disease Control and Prevention (CDC), one in four patients who receive prescription opioids long term for non-cancer pain struggle with addiction; WHEREAS, The American College of Physicians low-back pain treatment guidelines promote the use of noninvasive, non-drug approaches such as spinal manipulation as a first line of defense against back pain, before the use of pain medications and surgery; WHEREAS, CDC’s 2022 Clinical Practice Guideline for Prescribing Opioids promotes “diverse approaches and varied pain management solutions” and specifically encourages use of non-opioid/nonpharmacologic therapies as a first line of treatment against subacute and chronic pain; Board of Public Works and Safety October 3, 2023 Page 4 WHEREAS, Doctors of chiropractic play a key role in helping patients manage pain and lessen their reliance on prescription pain medications with their evidence-based, patient-centered non-drug approach; WHEREAS, With the theme “Chiropractic: Relieve, Restore, Resume,” National Chiropractic Health Month 2023 reminds citizens of Lafayette, Indiana that non-drug treatments for low back, neck and joint pain, such as spinal manipulation and other chiropractic services, can help relieve pain and restore joint function, helping people to resume their lives and the activities that matter most. THEREFORE, BE IT RESOLVED that the City of Lafayette officially joins with the American Chiropractic Association (ACA) in proclaiming the month of October 2023 as National Chiropractic Health Month.
