BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 7, 2023 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 7, 2023 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the October 31, 2023 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Sagamore Parkway Trail President Henriott stated that this item will remain under advisement. Glick Wellfield Improvements President Henriott stated that this item will remain under advisement. NEW BUSINESS Controller’s Office Resolution 02-2023-A Resolution of the Board of Public Works and Safety of the City of Lafayette, Indiana, Recommending the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters Dave Payne, Purchasing Director, presented to the Board and recommended approval of Resolution 02-2023-A Resolution of the Board of Public Works and Safety of the City of Lafayette, Indiana, Recommending the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters. Mr. Payne stated that participating in the program acts as an insurance policy against the price fluctuations. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Legal Counsel Resolution 03-2023-A Resolution of the Lafayette Board of Works and Public Safety to Offer Certain Real Estate for Sale to an Abutting Landowner Board of Public Works and Safety November 7, 2023 Page 2 Ms. Chosnek presented to the Board and recommended approval of Resolution 03-2023-A Resolution of the Lafayette Board of Works and Public Safety to Offer Certain Real Estate for Sale to an Abutting Landowner. Ms. Chosnek stated that there is a portion of City owned land that is surplus real estate approximately 0.11 acres located at N. 26th Street and South Street. Ms. Chosnek stated that the apartment complex that is being planned to go into that location can benefit from that portion of land. The city had the surplus real estate appraised and the average of the two (2) appraisals is $14,700.00. This will be offered for sale to the abutting landowner for that price and the offers are to be submitted to the Board of Works by November 28, 2023 at 9:00am and will be opened during the meeting. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Purchasing Declaration of Surplus Property-Engineering Department Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Engineering Department that includes a 2005 Chevrolet C 1500 Double Cab 2wd VIN#1GCEC19X95Z280345 City ID#705. Mr. Payne stated the vehicle will be sold to Habitat for Humanity for $1.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Declaration of Surplus Property-Police Department Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes: Year Make Model Color VIN City ID # 2013 Ford Fusion Purple 3FA6POG79DR149611 13-225 Dark 2014 Ford Fusion 1FA6P0H79E5401201 14-247 Gray Dark 2011 Chevrolet Malibu 1G1ZB5E13BF319949 11-207 Blue Mr. Payne stated that the vehicles will be traded in on the purchase of another vehicle. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Contract Renewal-2024 Fuel Contract with Newton Oil Mr. Payne presented to the Board and recommended approval of a Contract Renewal for the 2024 Fuel Contract with Newton Oil. Mr. Payne stated that Newton Oil Company has offered to renew the 2023 contract (original 2007 contract) for Gasoline, Diesel, Bio-Diesel and Ethanol Fuels for the calendar year 2024. Mr. Payne stated that Newton Oil will provide guaranteed same day delivery in most instances or, on deliveries made beyond the date of the order, they honor the rack price from date of order or the rack price on date of delivery. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Paula King, Controller’s Office, presented for Board approval of Claims in the amount of $4,736,098.44. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Moulton seconded.
