MINUTES
October 31, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 31, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody
and Ron Shriner.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 24, 2023 regular meeting. Mr. Rody seconded.
Passed.
BIDS UNDER ADVISEMENT
Sagamore Parkway Trail
President Henriott stated that this item will remain under advisement.
Glick Wellfield Improvements
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Lafayette Housing Authority
Release of Mortgage-128 Dehart, West Lafayette
Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage
for 128 Dehart, West Lafayette. Mrs. Oakley stated that this has satisfied its period of affordability. Mr. Shriner
moved for approval. Mr. Rody seconded. Passed.
Release of Mortgage-231 E. Sunset, West Lafayette
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 231 E. Sunset, West
Lafayette. Mrs. Oakley stated that this has satisfied its period of affordability. Mrs. Moulton moved for approval.
Mr. Shriner seconded. Passed.
Release of Mortgage-1111 N. 6th Street, Lafayette
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1111 N. 6th Street.
Mrs. Oakley stated that this has satisfied its period of affordability. Mr. Rody moved for approval. Mrs. Moulton
seconded. Passed

Release of Mortgage-1204 Greenbush Street, Lafayette
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1204 Greenbush
Street. Mrs. Oakley stated this is a CDBG funded project for Food Finders Food Bank that has satisfied the seven
(7) year use requirement. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Release of Mortgage-2314 N. 19th Street, Lafayette
Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 2314 N. 19th Street.
Mrs. Oakley stated this was sold on the open market and the funds were repaid. This also clears the title. Mr.
Shriner moved for approval. Mr. Rody seconded. Passed.
Purchasing
Declaration of Surplus Property-Purchasing (NAMI West Central Indiana)
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
Property for the Purchasing Department for NAMI West Central Indiana that includes:

Mr. Payne stated that the items will be sold to NAMI West Central Indiana for $1.00. Mrs. Murray moved for
approval. Mr. Shriner seconded. Passed.
Declaration of Surplus Property- Purchasing (Riggs Community Health Clinic)
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the
Purchasing Department for the Riggs Community Health Clinic that includes:

Mr. Payne stated that the items will be sold to Riggs Community Health Clinic for $1.00. Mrs. Moulton moved

Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Parks
Department that includes:

Mr. Payne stated that the vehicles will be sold to a salvage yard. Mr. Rody moved for approval. Mrs. Moulton
seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,560,132.31. President
Henriott asked a question on Page 12 regarding the License Plate Look Up Fee. Discussion ensued. Mrs. Murray
moved for approval. Mrs. Moulton seconded. Passed.
MISCELLANEOUS
Special Event Request-2023 Christmas Parade
Mrs. Murray presented to the Board and recommended approval of the 2023 Christmas Parade that will be held on
December 2, 2023 from 12:00pm (noon) through 8:00pm in Downtown Lafayette on Main Street from 11th Street
to 2nd Street. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
