MINUTES
December 12, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 12, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner
and Eric Rody
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the December 5, 2023 regular meeting. Mr. Rody
seconded. Passed.
BIDS UNDER ADVISEMENT
Glick Wellfield Improvements
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Contract-Sagamore Parkway Trail Project
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for the
Sagamore Parkway Trail Project with White Construction in the amount of $3,935,000.00 which includes the
Base Bid and Alternate #1. The project will construct a trail connection from the eastbound Sagamore Parkway
Bridge over the Wabash River down to Duncan Road, across Duncan Road and continue onto the 9th Street Trail.
Discussion ensued. Mayor Roswarski spoke regarding the current trail project connecting Lafayette, West
Lafayette and Prophetstown along with the plan moving forward for the future master trail plan. Mr. Shriner
moved for approval. Mrs. Murray seconded. Passed.
Notice to Proceed-Sagamore Parkway Trail Project
Mr. Grenard presented to the Board and recommended approval of the Notice to Proceed for the Sagamore
Parkway Trail Project. The project is set to start today. Mrs. Moulton moved for approval. Mrs. Murray seconded.
Passed.

Mr. Payne stated that these items will be scrapped at Oscar Winski’s. Mr. Rody moved for approval. Mr. Shriner
seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $2,420,078.07. Mr. Rody
asked a question on Page 7 regarding the Northwest Central Indiana Community invoice for 2nd Half of 2023
contribution. Mr. Diehl stated that is the Wabash Heartland Innovation Network EDIT Fund contribution
commitment. Mr. Rody asked a question on Page 8 regarding the Casco Industries invoice for Shipping Charge
for Turnout Gear. Mr. Diehl stated that is the 2nd set of Turnout Gear for the Lafayette Fire Department from
Fairfield Township Funds. President Henriott asked a question on Page 10 regarding Hiram J Hash & Sons
invoice for Widmer Ribbon Clerks Time Stamp. Mrs. Murray stated that is a ribbon replacement that the Clerk’s
Office uses for the Time Stamp Machine. President Henriott asked a question on Page 10 regarding the Trustees
of Purdue University invoice for Animal Control -J Scheeres and J Bravo. Mr. Diehl stated that he would look
that up and get back to the Board with an answer. President Henriott asked a question on Page 10 regarding the
Dentons Bingham Greenbaum invoice for Professional Services October 2023. Mr. Diehl stated that is for
ongoing services with the city regarding Federal Grant Research. Mr. Rody moved for approval. Mrs. Murray
seconded. Passed.
Mayor Roswarski thanked Mrs. Murray and City Departments for their involvement and help with the success of
the 2023 Christmas Parade.
