MINUTES
December 5, 2023
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 5, 2023 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner
and Eric Rody
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the November 28, 2023 regular meeting. Mrs. Murray
seconded. Passed.
BIDS UNDER ADVISEMENT
Glick Wellfield Improvements
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Lafayette Housing Authority
Release of Mortgage-1157 Rochelle Drive, Lafayette Indiana
Emily Hebble, Grant Program Manager, presented to the Board and recommended approval of a Release of
Mortgage for 1157 Rochelle Drive Lafayette Indiana. This release should have been finalized in 2013. Mr.
Shriner moved for approval. Mr. Rody seconded. Passed.
Legal Council
Resolution 04-2023 a Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase
Real Estate
Ms. Chosnek presented to the Board and recommended approval of Resolution 04-2023 a Resolution of the
Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate for N. 26th Street. Ms.
Chosnek stated that proposals were opened last week for the sale of the surplus real estate at the corner of South
and 26th Street. Iron Men Properties of Lafayette submitted a proposal in the amount of $14,700.00. This
resolution will accept the offer and allow the City to close this transaction. Mr. Rody moved for approval. Mrs.
Moulton seconded. Passed.

Structure Lease Agreement with Northwest Central Indiana Community Partnership, Inc
Ms. Chosnek presented to the Board and recommended approval of a Structure Lease Agreement with Northwest
Central Indiana Community Partnership, Inc dba Wabash Heartland Innovation Network (WHIN) to lease space
on the Twyckenham Water Tower for their use. The lease agreement is originally for a term of about 1-year
expiring in 2025 with the options to renew. There is no money being paid under the lease agreement because there
is a beneficial relationship between the City and WHIN. Ms. Chosnek read a statement from Andy Milam, IT
Director for the City of Lafayette: “The potential that we can use with different city departments we see the
possibilities with the TID and other department personnel who need access to city data while in their vehicles”.
Greg Jarman, Vice President of Broadband Partnerships for WHIN, gave a brief presentation on the background
of WHIN, projects they have done in the area, and the specifics of the project on Twyckenham.
Johnny Park, CEO of WHIN, gave a brief presentation of the company overview, the context of the project, and
the appreciation for being a part of this project. Mr. Park and Mr. Jarman answered questions from the Board.
Mr. Rody moved for approval. Mrs. Murray seconded. Passed. President Henriott abstained.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,460,152.64. Mr. Rody
asked for clarification on Page 18 regarding what the Huntington National Bank invoice for 2015 Toters
Equipment Lease Principal and Interest Due. Mr. Diehl stated that is a capital lease for trash toters. Mrs. Murray
moved for approval. Mrs. Moulton seconded. Passed.
