Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 6, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Amy Moulton, Ron Shriner and Eric Rody.
Absent: Gary Henriott
Jacque Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the January 30, 2024 regular meeting. Mr. Shriner
seconded. Passed.

2024 City-Wide Landscape Maintenance
This being the time set to open bids for the 2024 City-Wide Landscape Maintenance and the following bids were
received and opened:

NEW BUSINESS
Engineering
Utility Service Agreement-Concord Crossing North Subdivision
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Utility Service
Agreement for Concord Crossing North Subdivision. Mr. Grenard stated that is this a multi-family development
located on the eastside of Concord Road just north of the Kirkpatrick Ditch and inside the newly annexed city
limits. This is 70.75 acres in size and spans both service areas 8A and 9A and includes water and sanitary
services. Phase 1 will cover 14.77 acres and includes a $107,496.06 financial commitment. Mr. Shriner moved for
approval. Mr. Rody seconded. Passed.
Lafayette Renew
Certificate of Final Completion-Miscellaneous Wastewater Treatment Plant Upgrades Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Certificate of Final
Completion for the Miscellaneous Wastewater Treatment Plant Upgrades Project. The work performed under this
contract with Bowen Engineering has been reviewed and found to be complete in accordance with contract
documents. The date of Final completion is established on December 8, 2023. Mrs. Moulton moved for approval.
Mr. Rody seconded. Passed.
Purchasing
Declaration of Surplus Property-Police Department
Dave Payne, Purchasing Director, presented to the Board and recommended approval of Declaration of Surplus
Property for the Police Department that includes a Glock 19 Semi-Auto Pistol MOS 9mm Serial#BDRF985. Mr.
Payne stated that the item will be sold. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.

Mr. Payne stated that these parts were all specific to vehicles that have been removed from the fleet and will be
scrapped at Oscar Winski’s or discarded. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,227,537.42. Mr. Rody
asked a question on Page 5 regarding the Indiana Bond Bank invoice for 2024 Gas and Diesel Usage Admin Fee.
Mr. Diehl stated that this is the annual Fuel Hedge Admin Charge. Mr. Rody moved for approval. Mr. Shriner
seconded. Passed.
MISCELLANEOUS
Banner Request-Taste of Tippecanoe
Mrs. Murray presented to the Board and recommended approval of a Banner Request for the Taste of Tippecanoe
to be hung on Columbia Street from May 28-June 11, 2024. Mrs. Moulton moved for approval. Mr. Shriner
seconded. Passed.
Taxicab Permit
Police Chief Scott Galloway presented to the Board and recommended approval of a Taxicab Permit for Daniel
Tierney. Chief Galloway stated that the background check was fine. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
