BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
February 20, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 20, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy
Moulton. Absent: Eric Rody
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the February 13, 2024 regular meeting. Mr. Shriner
seconded. Passed.
BID OPENING
Request for Proposal/Qualifications for Service Area 11B
This being the time set to open bids for the Request for Proposal/Qualifications for Service Area 11B and the
following bids were received and opened:

Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.

This being the time set to open bids for the Valley Forge Concrete Replacement Project, Phase 2 and the
following bids were received and opened:

Jeremy Diehl, Controller, presented to the Board and recommended approval of a Declaration of Surplus Property
for the Police Department that includes:

Mr. Diehl stated that the vehicles listed will be traded in on an upcoming purchase. Mrs. Moulton moved for
approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Fleet Maintenance
Mr. Diehl presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet
Maintenance that includes a 2000 Tarco TM-3-16HLPHC Leaf Vac Trailer VIN#N-22-12-XX-6179-N01 City
ID#2075. Mr. Diehl stated that this item will be traded into Best Equipment on an upcoming replacement
purchase. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Mr. Diehl presented for Board approval of Claims in the amount of $8,920,028.99. President Henriott asked a
question on Page 24 regarding the Lexipol LLC invoice for Fire Full Implementation. Mr. Diehl stated that is

software designed to help with policy and training management for the department. Mrs. Moulton moved for
approval. Mr. Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Race for Kids 5K Run/Walk
Seayra Dupre, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Race for Kids 5K Run/Walk to be held on June 1, 2024 from 8:00am-10:00am located on the streets
surrounding Franciscan Health Campus. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Banner Request-BAGL C2E Construction Expo
President Henriott presented to the Board and recommended approval of a Banner Request for the BAGL C2E
Construction Expo. The banner will be hung across Columbia Street from October 29-November 12, 2024. Mrs.
Moulton moved for approval. Mrs. Murray seconded. Passed.
