MINUTES
March 5, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 5, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Eric Rody and
Amy Moulton.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the February 27, 2024 regular meeting. Mrs. Murray
seconded. Passed.
BIDS UNDER ADVISEMENT
Request for Proposal/Qualifications for Service Area 11B
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Economic Development
Historic Demolition Permit-821 N. 12th Street (House)
John Collier, Economic Development, presented to the Board and recommended approval of a Historic
Demolition Permit for 821 N. 12th Street (House). Mr. Collier stated that the property is within the Park Mary
National District. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer, determined that the
loss of the structure would negatively affect the historic district and be a loss of an historic resource. Mr. Collier
stated that Mr. Kesier recommended upholding the 60-day waiting period. Mr. Shriner moved to uphold the 60-
day waiting period. Mr. Rody seconded. Passed.

Street (House). Mr. Collier stated that the property is within the Park Mary National District. Mr. Collier stated
that Mr. Keiser determined that the loss of the structure would negatively affect the historic district and be a loss
of an historic resource. Mr. Collier stated that Mr. Kesier recommended upholding the 60-day waiting period.
Jennifer Layton, LTHC Director, gave the Board a brief explanation on the plans with both properties that
includes green space. Mr. Shriner moved to uphold the 60-day waiting period. Mrs. Murray seconded. Passed.

Legal Counsel
Lease Agreement with Tecspan Concrete Structures LLC for Yard Waste and Brush Debris Storage
Ms. Chosnek presented to the Board and recommended approval of a Lease Agreement with Tecspan Concrete
Structures LLC for Yard Waste and Brush Debris Storage. The lease agreement is in the amount of $5,500.00 per
month for a 1-year agreement. The temporary site is located 222 and 233 Boatman Court, Lafayette Indiana and
includes 5.05 acres. Discussion ensued regarding the current location of the storage site and the plans for the
temporary site after usage. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.

Declaration of Surplus Property-IT Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the IT
Department that includes a Dell Latitude E7470 Serial#5C76BG2. Mr. Payne stated that this item will be sold on
GovDeals.com. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.

Mr. Payne stated that these parts were all specific to vehicles that have been removed from the fleet. These parts
will be scrapped at Oscar Winski’s or discarded. Mrs. Moulton moved for approval. Mrs. Murray seconded.

President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval.

MISCELLANEOUS
Special Event Request-Lafayette Farmer’s Market
Brittany Matthews, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Lafayette Farmer’s Market to be held May-October 2024 along with November 23 and December 7,
2024 Mini Markets from 5:00am-1:30pm located on 5th Street from Columbia to Main and Main to Ferry along
with the intersection of 5th Street and Main Street. Mr. Rody moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Friends of Downtown 3rd Annual .1K Race
Ken McCammon, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Friends of Downtown 3rd Annual .1K Race to be held on March 16, 2024 from 9:00am-4:00pm
located on Main Street from 6th to 8th Streets. Mr. Rody moved for approval. Mr. Shriner seconded. Passed.
Banner Request-Round the Fountain Art Fair
President Henriott presented to the Board and recommended approval of a Banner Request for Round the
Fountain Art Fair. The banner is to be hung across Columbia Street from May 7-21, 2024. Mrs. Moulton moved
for approval. Mr. Rody seconded. Passed.
