MINUTES
May 21, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, May 21, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Ron Shriner, Eric Rody and Amy Moulton.
Absent: Cindy Murray
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the May 14, 2024 regular meeting. Mr. Shriner seconded.
Passed.
BID OPENING
Veterans Memorial Parkway Resurface and Shoulder Reconstruction US 52 to SR 38
This being the time set to open bids for the Board of Public Works and Safety for Veterans Memorial Parkway
Resurface and Shoulder Reconstruction US 52 to SR 38 the following bids were received and opened:

Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.
2024 Micro-Surface Project
This being the time set to open bids for the Board of Public Works and Safety for 2024 Micro-Surface Project the
following bids were received and opened:
Pavement Solutions, Inc.
Middletown, Indiana
Base Bid: $374,322.35
Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.

Contract- S. 4th Street Concrete Project
Mr. Grenard presented to the Board and recommended approval of a Contract for the S. 4th Street Concrete Project
with Dixon Construction in the amount of $81,997.50. Mr. Grenard went over the details of the project. Mr. Rody
moved for approval. Mrs. Moulton seconded. Passed.
Notice to Proceed- S. 4th Street Concrete Project
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the S. 4th Street Concrete
Project. The project is set to start today. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.

Declaration of Surplus Property-Information Technology
Dave Payne, Purchasing Director, presented to the Board and recommended approval of Declaration of Surplus

Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police
Department that includes:

Water Works
Contract- Water Service Line Potholing Project
Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Contract for
the Water Service Line Potholing Project with National Industrial Maintenance in the amount of $418,325.00. Mr.
Moore stated that the project includes hydro excavation to uncover and identify water service line materials,
maintenance of traffic, recording and reporting of the results, and restoration. This is the second part of the Indiana
Finance Authority grant that the City received for Type II Lead Service Line Inventory efforts. Mr. Rody moved
for approval. Mrs. Moulton seconded. Passed.
Notice to Proceed- Water Service Line Potholing Project
Mr. Moore presented to the Board and recommended approval of a Notice to Proceed for the Water Service Line
Potholing Project. The project is set to start today. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented to the Board approval of Claims in the amount of $3,930,808.86. President
Henriott asked a question on Page 22 regarding the Flack Industries LLC invoice for Wet Test April 2024. Brad
Talley, Renew Superintendent, stated that this is for affluent toxicity test for water that goes into the river from
the treatment plant. This test is done twice a year through a permit process. Mr. Rody moved for approval. Mr.
Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Lafayette Aviators Street Fest
David Krakower, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Lafayette Aviators Street Fest to be held on June 29, 2024 from 1:00pm-7:00pm in front of Loeb
Stadium on Wallace Avenue between Main Street and 24th Street along with 24th Street between Wallace Avenue
and Brice Street. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
Special Event Request-Lafayette Police Street Party for 1 Year Anniversary of Public Safety Building
MK Riehle, Event Representative, presented to the Board and recommended approval of a Special Event Request
for the Lafayette Police Street Party for 1 Year Anniversary of Public Safety Building to be held on May 28, 2024
from 12:00noon-2:00pm on 6th Street from South Street to Columbia Street. Mr. Rody moved for approval. Mr.
Shriner seconded. Passed.
Special Event Request-OUTFest
Ashley Smith, Event Representative, presented to the Board and recommended approval of a Special Event
Request for OUTFest to be held on August 17, 2024 from 8:00am-12:00midnight on Main Street between 4th and
9th Streets. Ms. Smith went over the details of the event and the expanded footprint of the event location. Mrs.
Moulton moved for approval. Mr. Rody seconded. Passed.

Banner Request- Joyful Journey (July 30-August 13)
President Henriott presented to the Board and recommended approval of a Banner Request for Joyful Journey to
be hung on Columbia Street from July 30-August 13, 2024. Mrs. Moulton moved for approval. Mr. Rody
seconded. Passed.

President Henriott presented to the Board and recommended approval of a Banner Request for Joyful Journey to
be hung on Columbia Street from September 24-October 8, 2024. Mrs. Moulton moved for approval. Mr. Rody
