BOARD OF PUBLIC WORKS AND SAFETY MINUTES August 6, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, August 6, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy Moulton. Absent: Eric Rody Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the July 23, 2024 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Change Order #1-2023-1 Edgelea Addition CCMG Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 2023-1 Edgelea Addition CCMG Project with Midwest Paving. The change order is an increase in the amount of $62,672.02 which brings the revised contract amount to $1,727,889.02. The change order includes the addition of paving Euclid Avenue and additional distance along Frontage Road. There was also a tree that needed to be removed for the sidewalk work to be done. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Certificate of Completion-Valley Forge Replacement, Phase 2 Mr. Grenard presented to the Board and recommended approval of Certificate of Completion for Valley Forge Replacement Project Phase 2 with Dixon Construction. Mr. Grenard stated that Dixon Construction has reached the final completion, work has passed all inspections, there is no outstanding work items; and the 1-year warranty begins today. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Lafayette Housing Authority Agreement between the Lafayette Housing Consortium and Jeffersonian, LP/Lafayette Neighborhood Housing Services Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the Lafayette Housing Consortium and Jeffersonian, LP/Lafayette Neighborhood Housing Services (LNH). Mrs. Oakley stated that LNH through Jeffersonian is constructing a new affordable senior trental community at 521 N. 9th Street. The project consists of 38 1-bedroom and 12 2-bedroom units in a three-story building adjacent to the existing Historic Jefferson Apartments. The development is utilizing HOME funds, Low Income Housing Tax Credits, READI grant funds, tax abatement and additional private funds. The agreement for the HOME funds is in the amount of $300,000.00 from Project Year 2020, $250,000.00 from Project Year 2021, and $50,000.00 from Board of Public Works and Safety August 6, 2024 Page 2 Project Year 2023 to assist with the project construction costs of the $12.6 million dollar project. Marie Morse, Homestead Resources Director, gave the Board a brief description of the project, the funding, and timeline. Discussion ensued regarding the project, budget and funding. Mayor Roswarski thanked LNH for all their hard work with the funding, the building design, and heading up community/neighborhood meetings. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Mrs. Murray abstained. Legal Counsel Contract-READI Grant and Lafayette Neighborhood Housing Services, Inc/Jeffersonian Apartments Ms. Chosnek presented to the Board and recommended approval of a Contract for READI Grant and Lafayette Neighborhood Housing Services, Inc/Jeffersonian Apartments in the amount of $200,000.00 through READI 1.0 Funds. Discussion ensued regarding the project budget and the READI budget. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Mrs. Murray abstained. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $6,822,125.65. President Henriott asked a question on Page 30 regarding the Faith Biblical Counseling Ministries invoice for Plant and Stump Removal. Mr. Diehl stated that he would get back to the Board with an answer after some research. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
