BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 24, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 24, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Eric Rody and Ron Shriner. Absent: Cindy Murray Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the September 17, 2024 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Amendment #1-2024 Tecumseh Addition CDBG Project Jeromy Gernard, Public Works Director, presented to the Board and recommended approval of Amendment #1 for 2024 Tecumseh Addition CDBG Project with Dixon Construction. Mr. Grenard stated that the project contract that was signed April 23, 2024 did not include the wage rate determination and the HUD 4010 for CDBG projects. This amendment adds those documents to the contract. There is no cost increase or decrease, just the completion date now ends on December 13, 2024. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Change Order #1-Saw Mill Run Subdivision Concrete Project Mr. Grenard presented to the Board and recommended approval of Change Order #1-Saw Mill Run Subdivision Concrete Project with Promised Land Construction. The change order is an increase in the amount for $22,217.00 which brings the revised contract amount to $99,643.00. The change order includes extra concrete work, milling and drainage improvements. The change in condition adds driveway approaches, milling and curb for drainage purpose, additional concrete due to coordination with property owners. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Certificate of Completion-Highland Park Curb Replacement Project, Phase 3 Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for Highland Park Curb Replacement Project Phase 3 with Heartland Contractors. Mr. Grenard stated that all the work has been satisfactorily completed and the final payout has been submitted. The warranty period begins today and runs through September 23, 2025. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety September 24, 2024 Page 2 Legal Counsel Resolution 08-2024 A Resolution of the Board of Works and Public Safety of the City of Lafayette, Indiana Approving the Exchange of Real Property Ms. Chosnek presented to the Board and recommended approval of Resolution 08-2024 A Resolution of the Board of Works and Public Safety of the City of Lafayette, Indiana Approving the Exchange of Real Property. Ms. Chosnek stated that the city had to relocate the Brush Dump pile from the Water Works Campus and is temporarily leasing a space. Ms. Chosnek stated that the city became aware that there are 15 acres immediately adjustment to the new Public Works Campus that was available. An agreement was reached with that property owner to purchase that property but his condition to sell the property for the new location was needed for him to store his equipment. Ms. Chosnek stated that the city bought 15 acres back in 2010 which would serve this gentleman perfect. Both properties will be exchanged. Ms. Chosnek stated that the values assigned to them as listed in this resolution are based on the average of two (2) appraisals and the city will pay the difference between the value of the land being acquired and land the city is exchanging with cash at closing. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Lafayette Renew Certificate of Final Completion-Raineybrook Lift Station Upgrade Project Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Certificate of Final Completion-Raineybrook Lift Station Upgrade Project with Bowen Engineering. Mr. Talley stated that all work for this project had final completion on August 10, 2024. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Certificate of Final Completion-Vinton Woods Stormwater Conveyance Improvements Project Mr. Talley presented to the Board and recommended approval of a Certificate of Final Completion for Vinton Woods Stormwater Conveyance Improvements Project with Bowen Engineering. Mr. Talley stated that all work for this project had final completion on June 5, 2024. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes: Quantity Description Model Serial Number 1 Whelen Light Bar SL8ERRBB 70630 1 Whelen Light Bar SL8ERRBB 38099 1 Whelen Light Bar SL8ERRBB 66671 1 Whelen Light Bar SL8ERRBB 167876 1 Whelen Light Bar SL8ERRBB 141835 Board of Public Works and Safety September 24, 2024 Page 3 Mr. Payne stated that the items listed will be sold on GovDeals.com. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $12,383,835.91. President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Fall Fire Hydrant Flushing Schedule Ron Hurst, Water Works Assistant Superintendent, announced to the Board that the Fall Fire Hydrant Flushing begins Sunday, October 6, 2024. This will occur for two weeks, Sunday through Thursday from 10:00pm to 6:00am. Should any customer experience issues regarding this flushing, please contact the Water Works Plant or the Utility Billing Office.
