BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 17, 2024 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 17, 2024 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Eric Rody and Ron Shriner. Absent: Cindy Murray Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the September 10, 2024 regular meeting. Mr. Rody seconded. Passed. NEW BUSINESS Engineering Change Order #2-Highland Park Curb Replacement Project, Phase 3 Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #2 for Highland Park Curb Replacement Project, Phase 3. The change order is a decrease in the amount of $2,116.00 which brings the revised contract amount to $156,216.00. The change order includes a final reconciliation of the quantities. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Certificate of Completion-2024 Micro-Surface Project Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for 2024 Micro- Surface Project. Mr. Grenard stated that all the work has been satisfactorily completed and the final payout has been submitted. The warranty period begins today and runs through September 16, 2025. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Lafayette Housing Authority Agreement between the City of Lafayette and Family Promise of Greater Lafayette Program Year 2024 Thomas Scaer, Project Manager, presented to the Board and recommended approval of an Agreement between the City of Lafayette and Family Promise of Greater Lafayette Program Year 2024. This program provides emergency housing to homeless families in Lafayette. The funding award for this project is in the amount of $6,969.00 for employee salaries. Mr. Scaer gave a brief description of the agency and the programing. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety September 17, 2024 Page 2 Agreement between the City of Lafayette and Food Finders Food Bank Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and Food Finders Food Bank Program Year 2024. This program provides nutritious food to low-income families and individuals. The funding awarded for this project is in the amount of $6,969.00 for the purchase of food for the fresh market. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and Lafayette Transitional Housing Center DBA LTHC Homeless Services Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Transitional Housing Center DBA LTHC Homeless Services Program Year 2024. This agency provides supportive services and case management to individuals and families who are experiencing homelessness or who are at-risk of becoming homeless. This program serves as the Coordinated Entry point to access other homeless services in Tippecanoe County. The funding awarded for this project is in the amount of $30,940.00 for employee salaries. Agreement between the City of Lafayette and Lafayette Urban Ministry Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Urban Ministry Program Year 2024. This program provides short-term overnight shelter, meals, and showers to homeless individuals. The funding awarded for this project is in the amount of $17,469.00 for shelter operations/salaries. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc DBA Tippecanoe Senior Services Meals on Wheels Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc DBA Tippecanoe Senior Services Meals on Wheels Program Year 2024. This program delivers hot, nutritious meals to homes of seniors, persons with disabilities, and other homebound individuals at a subsidized rate. The funding awarded for this project is in the amount of $17,469.00 for operations/salaries. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc DBA Tippecanoe Senior Services for the Senior Home Assistance Repair Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc DBA Tippecanoe Senior Services for the Senior Home Assistance Repair Program Year 2024. This program provides housing rehabilitation and repair services to very-low, low, and moderate-income seniors and persons with disabilities who remain in their owner-occupied homes. The funding for this project is in the amount of $40,000.00 for the cost of these repairs and modifications. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and the YWCA of Greater Lafayette for a Domestic Violence Intervention and Prevention Program Year 2024 Mr. Scaer presented to the Board and recommended approval of an Agreement between the City of Lafayette and the YWCA of Greater Lafayette for a Domestic Violence Intervention and Prevention Program Year 2024. This Board of Public Works and Safety September 17, 2024 Page 3 program serves victims of domestic violence and their children by providing comprehensive residential services including temporary, emergency, and confidential shelter; all meals, linens, personal items, and clothes; intensive case management; appropriate referrals; access to medical evaluation; legal advocacy and assistance. The funding awarded for this project is in the amount of $13,469.00 for the payment of the shelter’s utilities. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Lafayette Renew Task Order with Butler, Fairman & Seufert for 9th Street Culvert Repair Contract Brad Talley, Renew Superintendent, presented to the Board and recommended approval of Task Order with Butler, Fairman & Seufert for 9th Street Culvert Repair Contract. The task order involves the existing brick culvert crossing 9th Street near the property at 1709 South 9th Street that is in poor condition. Mr. Talley went over the details of the project and answered questions from the Board. Mr. Talley stated that the task order is a not-to- exceed amount of $34,400.00. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Supplemental Agreement #2-Twyckenham Lift Station #17 Elimination Project with Butler, Fairman & Seufert Mr. Talley presented to the Board and recommended approval of Supplemental Agreement #2-Twyckenham Lift Station #17 Elimination Project with Butler, Fairman & Seufert. The supplement includes additional administration, additional utility coordination, and environment document. Mr. Talley stated that the agreement is a not-to-exceed amount of $23,400.00 which brings the revised agreement amount to $152,700.00. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Mrs. Moulton abstained. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $678,815.05. President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Basketball Goal Request-20 Elder Drive, Lafayette Elizabeth Kline, Homeowner, presented to the Board and recommended approval of a Basketball Goal Request for 20 Elder Drive, Lafayette Indiana. Mrs. Kline stated that all the neighbors have signed off and ok’d this request. Ms. Chosnek stated that the Lafayette Police Department did an evaluation of the request location and approved their portion. Ms. Chosnek did note that if the situation becomes unworkable, determined by the Lafayette Police Department, the Board can order the basketball goal be removed. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Special Event Request-Home for Dogs Tammy Foley, Event Representative, presented to the Board and recommended approval of a Special Event Request for Home for Dogs to be held on September 21, 2024 from 9:00am-1:00pm located on 5th Street between Ferry Street and North Street. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety September 17, 2024 Page 4 Special Event Request-Hands on Transportation (Imagination Station) Dee Bishop, Event Representative, presented to the Board and recommended approval of a Special Event Request for Hands on Transportation (Imagination Station) to be held on October 5, 2024 from 8:00am-2:00pm located on Cincinnati Street between 3rd and 4th Streets. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Special Event Request-World Communion Day Harry Mohler, Event Representative, presented to the Board and recommended approval of a Special Event Request for World Communion Day to be held on October 6, 2024 from 12:00pm-4:00pm located at Riehle Plaza. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Special Event Request-NAMI Walk Fundraiser Sheri Moore, Event Representative, presented to the Board and recommended approval of a Special Event Request for NAMI Walk Fundraiser to be held on October 12, 2024 from 9:00am-2:00pm located at the Big 4 Depot, Riehle Plaza, John T. Myers Bridge and Main Street from 9th Street to Riehle Plaza. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed. Proclamation-Adult Education and Family Literacy Week Mayor Roswarski read the following proclamation: WHEREAS, Indiana’s free adult education programs provide essential classes to create an informed and literate citizenry addressing social and economic inequalities; and WHEREAS, Adult Education is eager to reach 423,178 Hoosiers ages 18-64 who do not hold a high school diploma and 200,877 Hoosiers who have limited English proficiency; and WHEREAS, Indiana’s 50 Adult Education programs provide free classes for residents seeking to learn English, attain a High School Equivalency (HSE) credential, earn an industry-recognized certificate, entry into college, or immediately enter a career pathway, and WHEREAS, in 23-24, Indiana Adult Education programs served 25,023 adult learners, with 4,193 Hoosiers attaining an HSE credential, 2,721 achieving an industry credential, and 70% achieving at least one educational gain. and WHEREAS, data showed that a high school credential increased individual annual earnings by an average of $8,900. WHEREAS, our 50 Adult Education programs are prepared to celebrate Adult Education & Family Literacy Week by welcoming Hoosiers to contact our schools and sign up for classes. NOW, THEREFORE, I, Mayor Tony Roswarski, of the City of Lafayette, do hereby call upon all elected officials, libraries, educators, volunteers, and Tippecanoe County citizens to encourage family members and friends to connect to our local valuable adult education resources.
