BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
October 8, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 8, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody
and Ron Shriner.
Jacque Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 1, 2024 regular meeting. Mr. Shriner
seconded. Passed.
OLD BUSINESS
Special Event Request-Monster Mash on the Wabash (Tabled 10/1/2024)
Mrs. Murray moved to remove this item from the Table. Mr. Rody seconded. Removed. Nolan Wilhite, Event
Representative, presented to the Board and recommended approval of a Special Event Request for the Monster
Mash on the Wabash to be held on October 26, 2024 from11:30am to 11:00pm located on Main Street from 5th
Street to 8th Street. Mr. Wilhite stated that there are 60 vendors, food trucks, trick or treating, and are partnering
with the Lafayette Police Trick or Treat event that day. Mrs. Murray stated that she and Mr. Wilhite have been in
contact and noted that the business owners are onboard and supportive of the event. Mr. Shriner moved for
approval. Mrs. Murray seconded. Passed.
NEW BUSINESS
Engineering
Acceptance for Maintenance-Barrington Lakes Subdivision, Section 2
Jeromy Grenard, Public works Director, presented to the Board and recommended approval of an Acceptance for
Maintenance for Barrington Lakes Subdivision Section 2 located northwest of the CR 50 S and McCarty Lane
intersection. This section consists of 96 single-family residential lots. All required testing and inspections have
been successfully completed. Mr. Grenard stated that as-built drawings have been reviewed and approved. The 3-
year maintenance bond has also been submitted. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
Change Order #2 (Final)-2023-1 Edgelea Addition CCMG Project.
Mr. Grenard presented to the Board and recommended approval of Change Order #2 (Final) for 2023-1 Edgelea
Addition CCMG Project with Midwest Paving LLC. The change order is a deduct in the amount of $14,499.70
which brings the revised contract amount to $1,713,389.32. The change order is to reconcile quantities. Mr. Rody
moved for approval. Mr. Shriner seconded. Passed.

Police Department
2024 Byrne Local Law Enforcement Assistance Grant Announcement
Brad Bishop, Lafayette Police Deputy Chief, informed the Board that Lafayette Police will be applying for the
2024 Byrne Local Law Enforcement Assistance Grant for $38,176.00. The allocation will be divided $7,635.00
for the Tippecanoe County Sheriff’s Department and $30,541.00 for the Lafayette Police Department.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,715,435.90. Mr. Rody
asked a question on Page 16 regarding the Forrest Commodities invoice for Grind Brush Pile to Mulch. Mr. Diehl
stated that this is contract for bulk mulch grinding from tree branches and limbs. Mr. Rody asked a question on
Page 22 regarding The Blakely Corporation invoice for Exterior Sealing Project of the Digesters. Mr. Diehl stated
that this for maintenance and sealing the digesters at Lafayette Renew. Mrs. Murray moved for approval. Mrs.
Moulton seconded. Passed.
MISCELLANEOUS
Special Event Request-2024 Christmas Parade
Brittany Matthews, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the 2024 Christmas Parade to be held on December 7, 2024 from 5:30pm-8:30pm located on Main
Street from 3rd Street to 11th Street. The staging area will be different this year due to construction in the
downtown area. Mr. Shriner moved for approval. Mr. Rody seconded. Passed.
Special Event Request-Knickerbocker Chili Cook-Off Fundraiser
Isabelle Garrison, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Knickerbocker Chili-Off Fundraiser to be held on October 13, 2024 from 2:00pm-9:00pm located on
5th Street from South Street to Columbia Street. Ms. Garrison stated that the proceeds will go directly to Isaiah
117 House to help with construction costs. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Special Event Request-Jefferson High School Marching Band Contest
Kayla Anderson, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Jefferson High School Marching Band Contest to be held on October 12, 2024 from 5:00am-10:15pm
located on 22nd Street from Teal Road to Gregory Avenue. Mrs. Murray moved for approval. Mr. Rody seconded.
Passed.
Amendment #1-Columbia Street Banner Application
Mrs. Murray presented to the Board and recommended approval of Amendment #1 for the Columbia Street
Banner Application. Mrs. Murray stated that the amendment includes a few language changes, banner size
changes and an increase to the installation fee from $50 to $75. Discussion ensued. Mrs. Moulton for approval.
Mr. Rody seconded. Passed.

ANNOUNCEMENTS
Mayor Roswarski announced that Primient and Sustainea are partnering in a Renewable Plant-Based Solutions
with a major investment of $400 million dollars. Mayor Roswarski went over a few details of the partnerships and
community impact.
Mayor Roswarski announced that there will be a 10:00am groundbreaking for the new John Purdue Block project
today and everyone is welcome to attend.
