MINUTES
December 10, 2024
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 10, 2024 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody
and Ron Shriner
Jacque Chosnek, City Attorney, was present at the meeting.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the December 3, 2024 regular meeting. Mr. Rody seconded.
Passed.
BID OPENING
Utility Emergency Repairs Program for 2025
This being the time set to open bids for the Utility Emergency Repairs Program 2025 and the following bids were
received and opened for Milestone Contractors (Lafayette, Indiana) and Atlas Excavating (West Lafayette,
Indiana). Mr. Shriner moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed.
BIDS UNDER ADVISEMENT
Lead Service Line Replacements, Phase 1
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Economic Development
Recommendation for Award- Quotes: Five Points Fire Station Exterior Bay Door Reconstruction
John Collier, Economic Development, presented to the Board and recommended approval of a Recommendation
for Award for the Quotes: Five Points Fire Station Exterior Bay Door Reconstruction with Spencer Construction
Company, Inc. The quote was determined to be complete. Mr. Rody moved for approval. Mrs. Moulton seconded.
Passed.
Contract-Quotes: Five Points Fire Station Exterior Bay Door Reconstruction
Mr. Collier presented to the Board and recommended approval of a Contract for the Quotes: Five Points Fire
Station Exterior Bay Door Reconstruction with Spencer Construction Company, Inc in the amount of $97,150.00.
Mr. Shriner moved for approval. Mrs. Murray seconded. Passed.

Notice to Proceed-Quotes: Five Points Fire Station Exterior Bay Door Reconstruction
Mr. Collier presented to the Board and recommended approval of a Notice to Proceed for the Quotes: Five Points
Fire Station Exterior Bay Door Reconstruction to start today. Mr. Rody moved for approval. Mrs. Moulton
seconded. Passed.
Lafayette Police Department
Lafayette Police Contract Extension with Find8 Performance Marketing
MK Riehle, LPD Community Engagement Manager, presented to the Board and recommended approval of the
Lafayette Police Contract with Find8 Performance Marketing. The contract/proposal is in the amount of $12,300.00
for 6 months and includes the marketing strategy and campaign, keywords searches, reporting, and optimization for
the Google Ad Campaign. Ms. Riehle answered questions from the Board. Discussion ensued. Mr. Rody moved for
approval. Mrs. Murray seconded. Passed.
Purchasing
Declaration of Surplus Property-Fleet Maintenance
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
Property for the Police Department that includes a 2001 International 4900 Tandem Dump Truck
VIN#1HTSHADR91H317358 City ID#2129. Mr. Payne stated that the vehicle will be traded in or scrapped. The
vehicle has a cracked frame and other mechanical issues. Mrs. Moulton moved for approval. Mr. Shriner
seconded. Passed.
Contract Renewal-2025 Fuel Contract with Newton Oil
Mr. Payne presented to the Board and recommended approval of a Contract Renewal for the 2025 Fuel Contract
with Newton Oil. Mr. Payne stated that Newton Oil Company has offered to renew the 2024 contract (original
2007 contract) for Gasoline, Diesel, Bio-Diesel and Ethanol Fuels for the calendar year 2025. Mr. Payne stated
that Newton Oil will provide guaranteed same day delivery in most instances or, on deliveries made beyond the
date of the order, they honor the rack price from date of order or the rack price on date of delivery. Mr. Rody
moved for approval. Mrs. Murray seconded. Passed.
Water Works
Change Order #2-Glick Wellfield Improvements Project
Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of Change Order
#2 for the Glick Wellfield Improvements Project with Reynolds Construction. The change order is an increase in
the amount of $81,582.88 which brings the revised contract amount to $4,320,146.78. The change order adds
additional casing pipes and pull boxes that IDEM is requiring for the construction permit to separate chemical
injection lines from being in the same casing pipe. The change order also adds additional conduit and wire for
relocating the new concrete pad for the new transformer on the north side of the Glick Treatment Building that is
necessary for the new electrical service installation. Mr. Moore stated that the change order will be paid by using
ARP Funds. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.

CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $4,125,429.25. Mrs. Murray
asked a question on Page 15 regarding the Clark Trucking Equipment Co. invoice for Service Body Work for
Fleet Veh#2505. Mr. Diehl stated that is for a service body for a truck chassis. Mr. Rody moved for approval.
Mrs. Murray seconded. Passed.
ANNOUNCEMENTS
Mayor Roswarski thanked Cindy Murray for her leadership and the hard work with the Christmas Parade event
this year. Mayor Roswarski also thanked the Police Department, Fire Department and TEMA along with the
Greater Lafayette Commerce help make this a great event for the community. The Mayor also thanked the
Facilities Department and Economic Development for their work to light up downtown with all the Christmas
Lights and decorations at the various locations throughout downtown.
