BOARD OF PUBLIC WORKS AND SAFETY MINUTES January 14, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, January 14, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Ron Shriner. Absent: Eric Rody Jacque Chosnek, City Attorney, was present at the meeting. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the January 7, 2025 regular meeting. Mr. Shriner seconded. Passed. QUOTE OPENING GMAX CSO LTCP Phase IID (High Rate Treatment Facility) This being the time set to open quotes for the Board of Public Works and Safety for the GMAX CSO LTCP Phase IID (High Rate Treatment Facility) the following quotes were received and opened: Bowen Engineering Indianapolis, Indiana Base Bid: $51,074,521.00 Mrs. Murray moved to take the quotes under advisement for further review. Mr. Shriner seconded. Passed. OLD BUSINESS Change Order #1-Wea Ridge Elevated Tank Project (Tabled 1/7/2025) President Henriott stated that this item will remain under advisement. NEW BUSINESS Water Works Recommendation for Award-Lead Service Line Replacements, Phase 1 Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Recommendation for Award for the Lead Service Line Replacements, Phase 1 with Atlas Excavating. Mr. Moore stated that the Engineering certified bid tabulation and bid evaluation letter were submitted previously to the Board in November 2024. The award of the project was delayed until the bond was closed for the project with Board of Public Works and Safety January 14, 2025 Page 2 occurred on December 9, 2024. The contract price of the awarded contact is $5,311,130.00. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Engineering Permission to Advertise -Structure Demolition at 11 N. 13th Street (Re-Bid) Mike McIver, Engineering, presented to the Board and recommended approval of a Permission to Advertise for the Structure Demolition at 11 N. 13th Street (Re-Bid). Publications are set to run on January 17 and 24, 2025 with the bid opening scheduled for February 4, 2025. This is a re-bid of a rejection for this same project from November 2024. Mr. McIver stated that they reconfigured the documents and will be more potential to bidders. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Contract for Plan Review Services with Christpoher B. Burke Engineering Dave Griffee, Engineering, presented to the Board and recommended approval of a Contract for Plan Review Services with Christpoher B. Burke Engineering. This contract is to provide plan review services for the City of Lafayette Engineering Department. This continuation of an existing agreement; the purpose of this proposal is to update the hourly rate schedule. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Legal Counsel 2025 Agreement for Animal Sheltering with the Humane Society for Greater Lafayette Jacque Chosnek presented to the Board and recommended approval of the 2024 Agreement for Animal Sheltering with the Humane Society for Greater Lafayette. This agreement is for January 1, 2025-Demcber 31, 2025. The agreement is in the amount of $35,000 per month which is up from $32,732.00 from the previous year. Discussion ensued regarding specific line items in the agreement. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $5,824,456.17. President Henriott asked a question on Page 30 regarding the Tippecanoe County Government invoice for Quarterly Charges for Humane Shelter. Mr. Diehl stated that this was the last installment of the construction costs portion. Mrs. Murray asked a question on Page 34 regarding the Davista Inc invoice for Heimdal Platform SAAS Fees for Davista Software. Mr. Diehl stated that this is a provider of a software for the Lafayette Police Department for observed data for predictive analysis. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Banner Request-Boys Scouts of America President Henriott presented to the Board and recommended approval of a Banner Request for the Boys Scouts of America to hang a banner across Columbia Street from March 25-April 8, 2025. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety January 14, 2025 Page 3 Proclamation-2025 as the Year of the Bicentennial Mayor Roswarski read the following proclamation: WHEREAS, 2025 marks the 200th anniversary of the founding of Lafayette, Indiana; and WHEREAS, Lafayette was founded in 1825 by William Digby, a visionary who recognized the potential of the area and worked to establish a vibrant community; and WHEREAS, the city was named in honor of General Marquis de Lafayette, the French military leader who played a key role in the American Revolutionary War and symbolized the enduring relationship between France and the United States; and WHEREAS, the City of Lafayette recognizes the importance of this milestone in our city's history and the legacy of those who contributed to the city's growth and prosperity over the past two centuries; and WHEREAS, the Lafayette Bicentennial Committee has worked diligently to develop a year-long celebration of the city's founding, with numerous events and activities designed to engage residents, visitors, and businesses in the bicentennial celebrations; and WHEREAS, the Ambassadors of the Lafayette Bicentennial, through their dedication and efforts, have worked to promote the significance of this event and encourage community participation; and WHEREAS, the City of Lafayette invites the entire community to join in the bicentennial celebrations and to visit the official website, Lafayette200.com, to stay informed about the events, programs, and activities planned throughout 2025. NOW, THEREFORE, I MAYOR TONY ROSWARSKI HEREBY PROCLAIM: 1. That the year 2025 be declared as the Year of the Bicentennial for Lafayette, Indiana in honor of the city's founding and its rich history. 2. That we express our deepest gratitude to the founders, including William Digby, the Bicentennial Committee, and the Ambassadors, for their tireless work and dedication to ensuring the success of the celebrations. 3. That we encourage all residents, businesses, and visitors to participate in the events and activities planned throughout the year and to visit Lafayette200.com for details on how to be involved. 4. That we honor the legacy of General Marquis de Lafayette and the enduring spirit of cooperation, community, and progress that continues to shape the City of Lafayette. Mrs. Murray reminded the public that the Clerk’s Office and the Controller’s Office will be closed to the public on Wednesday, January 15, 2025 in order to move across the hall to prepare for the upcoming construction in their offices.
