MINUTES
April 1, 2025
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 1, 2025 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody and Amy
Moulton. Absent: Ron Shriner
Jacque Chosnek, City Attorney, was present at the meeting.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the March 25, 2025 regular meeting. Mrs. Murray
seconded. Passed.
OLD BUSINESS
Amendment #1-Special Event Request-Lafayette Farmer’s Market and Holiday Markets (Tabled 03/25/2025)
Molly Welch, Event Representative, presented to the Board and recommended approval of Amendment #1 for the
Special Event Request for Lafayette Farmer’s Market and Holiday Markets. The amendment includes the use of
concrete barricades for safety along with the event footprint expanding to include Main Street between 4th and 6th
Streets. This expansion is for the May-October Saturdays, the November 22 and December 6, 2025 Holiday
Markets. Mayor Roswarski spoke about the addition of the concrete barricades, all event footprints, and the new
safety program for downtown events. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
NEW BUSINESS
Legal Counsel
Resolution 06-2025 A Resolution of the Lafayette Board of Works and Public Safety Accepting Offer to Purchase
Real Estate
Ms. Chosnek presented to the Board and recommended approval of Resolution 06-2025 A Resolution of the
Lafayette Board of Works and Public Safety Accepting Offer to Purchase Real Estate. The accepted offer is from
Black Spot, LLC in the amount of $500.00 total. Mrs. Murray moved for approval. Mr. Rody seconded. Passed.
Lafayette Renew
Significant Industrial User Permit-Nanshan America Advanced Aluminum Technologies, LLC
Josh Terry, Lafayette Renew, presented to the Board and recommended approval of a Significant Industrial User
Permit for Nanshan America Advanced Aluminum Technologies, LLC. Mr. Terry stated that this is a 4-year
permit renewal with the pretreatment program. Mr. Terry answered questions from the Board. Mrs. Moulton
moved for approval. Mr. Rody seconded. Passed.

Purchasing
Declaration of Surplus Property-Economic Development (Hann Museum)
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
Property for Economic Development and the Hann Museum for one 6ft metal exterior bench and two tulip-style
trash receptacles. Mr. Payne stated that the items will be sold to the Haan Museum for $1.00. Mr. Rody moved for
approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Economic Development (Wabash Center/Grant’s House)
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for Economic
Development and Wabash Center/Grant’s House for seven 8ft metal exterior benches and two split trash/recycling
receptacles. Mr. Payne stated that the items will be sold to Wabash Center/Grant’s House for $1.00. Mrs. Moulton
moved for approval. Mr. Rody seconded. Passed.
Declaration of Surplus Property-Fleet Maintenance
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Fleet
Maintenance that includes:

Mr. Payne stated that the vehicles will be traded in on an upcoming purchase. Mr. Rody moved for approval. Mrs.
Murray seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $5,637,905.13. President
Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mrs.
Moulton seconded. Passed.
MISCELLANEOUS
Special Event Request-Celebrate Mental Health Awareness
Christine Petkov, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Celebrate Mental Health Awareness to be held on May 21, 2025 from 5:00pm-7:00pm on the John T.
Myers Bridge. Ms. Petkov went over the details of the event. Mrs. Moulton moved for approval. Mr. Rody
seconded. Passed.

Special Event Request-The Living Way of the Cross
Cristian Quintero, Event Representative, presented to the Board and recommended approval of a Special Event
Request for The Living Way of the Cross to be held on April 17, 2025 from 4:00pm to April 18, 2025 5:00pm
located North Street between 8th and 9th Streets. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
ANNOUNCEMENTS
Water Works will be conducting Spring Hydrant Flushing from April 6-18, 2025 from 10:00pm-6:00am except
Friday and Saturday nights. If discoloration persists after running the cold water tap for a few minutes, please call
765-807-1700 or 765-807-1100.
