MINUTES
April 8, 2025
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 8, 2025 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody, Ron Shriner and
Amy Moulton.
Jacque Chosnek, City Attorney, was present at the meeting.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the April 1, 2025 regular meeting. Mrs. Murray seconded.
Passed.
NEW BUSINESS
Lafayette Housing Authority
Release of Mortgage-2016 N. 17th Street, Lafayette
Thomas Scaer, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for
2016 N. 17th Street Lafayette Indiana. Mr. Scaer stated that this property has satisfied the period of affordability.
Mr. Rody moved for approval. Mr. Shriner seconded. Passed.
Release of Mortgage-6917 Attica Street, Stockwell
Mr. Scaer presented to the Board and recommended approval of a Release of Mortgage for 6917 Attica Street
Stockwell Indiana. Mr. Scaer stated that this property has satisfied the period of affordability. Mr. Rody moved
for approval. Mrs. Murray seconded. Passed.
Release of Mortgage-2233 ½ Charles Street, Lafayette
Mr. Scaer presented to the Board and recommended approval of a Release of Mortgage for 2233 ½ Charles Street
Lafayette Indiana. Mr. Scaer stated that this property has satisfied the period of affordability. Mr. Shriner moved
for approval. Mrs. Moulton seconded. Passed.
Release of Mortgage-314 N. 18th Street, Lafayette
Mr. Scaer presented to the Board and recommended approval of a Release of Mortgage for 314 N. 18th Street
Lafayette Indiana. Mr. Scaer stated that this property has satisfied the period of affordability. Mr. Rody moved for
approval. Mrs. Murray seconded. Passed.

Release of Mortgage-69 Walnut Street, Lafayette
Mr. Scaer presented to the Board and recommended approval of a Release of Mortgage for 69 Walnut Street
Lafayette Indiana. Mr. Scaer stated that this property has satisfied the period of affordability. Mr. Rody moved for
approval. Mr. Shriner seconded. Passed.
Release of Mortgage-1721 Everett Street, Lafayette
Mr. Scaer presented to the Board and recommended approval of a Release of Mortgage for 1721 Everett Street
Lafayette Indiana. Mr. Scaer stated that this property has satisfied the period of affordability. Mr. Rody moved for
approval. Mrs. Murray seconded. Passed.
Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2024 #1-615 Wabash
Avenue
Mr. Scaer presented to the Board and recommended approval of an Agreement between the Lafayette Housing
Consortium and Habitat for Humanity of Lafayette 2024 #1 for 615 Wabash Avenue. Mr. Scaer stated that this
agreement provides up to $75,000.00 to construct and provide direct homebuyer assistance with the 2023 and
2024 HOME awards. The completed project will provide an energy efficient, newly constructed home for a new
homeowner. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $3,967,391.84. President
Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mr.
Rody seconded. Passed.
MISCELLANEOUS
George Bittles, Pet Partners Representative, gave the Board and brief overview of what the organization does with
therapy animals, the types of animals that are used, types of visits made, and crisis response assistance with
animals. Mr. Bittles introduced the dogs and their handlers to the Board.
Proclamation-National Therapy Animal Day
Mayor Roswarski, Mayor Easter and Commissioner Murtaugh read the following proclamation:
There are thousands of Pet Partners therapy animal teams serving in communities across the United States; and
WHEREAS, Pet Partners has designated April 30 as National Therapy Animal Day; and
WHEREAS, scientific research shows that interacting with therapy animals can reduce stress, relieve depression,
slow heart rate, lower blood pressure and strengthen the immune system; and
WHEREAS, therapy animal teams play an essential role in improving human health and well-being through the
human-animal bond in Lafayette, West Lafayette, and Tippecanoe County, and
WHEREAS, therapy animal teams interact with a variety of people in our community including veterans, seniors,
patients, students, and those approaching end of life; and

WHEREAS, these exceptional therapy animals who partner with their human companions bring comfort and
healing to those in need; and
WHEREAS, we encourage more pet owners to consider becoming Pet Partners volunteers to help our community
by creating greater access to meaningful therapy animal visits.
NOW, THEREFORE, Tony Roswarski, Mayor of Lafayette, Erin Easter, Mayor of West Lafayette, and Tom
Murtaugh, Tippecanoe County Commissioner, do hereby proclaim April 30, 2025, as:
“National Therapy Animal Day”
in Lafayette, West Lafayette and Tippecanoe County, and encourage our citizens to celebrate our therapy animals
and their human handlers. Further, we publicly salute the service of therapy animal teams in our community and
in communities across the nation. PROCLAIMED AND APPROVED this 8th day of April, 2025.
