MINUTES
April 15, 2025
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 15, 2025 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner and Amy
Moulton. Absent: Eric Rody
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Shriner moved for approval of the minutes from the April 8, 2025 regular meeting. Mrs. Moulton seconded.
Passed.
NEW BUSINESS
Engineering
Contract with RejuvTec for Reclamite Asphalt Rejuvenation 2025
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for the
Reclamite Asphalt Rejuvenation 2025 with RejuvTec. The contract is in the amount of $291,829.49. Mr. Grenard
stated that this application is to extend the amount of time required between resurfacing treatments. It is placed on
one-to-five-year-old pavement to help the top of the asphalt remain flexible and resist cracking. The project will
provide coverage of 229,787 square yards of pavement. Mr. Grenard went over the various location within the
city under this contract. Mr. Grenard answered questions from the Board. Mrs. Murray moved for approval. Mr.
Shriner seconded. Passed.
Lafayette Housing Authority
Agreement between Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2024 #2-930 S. 2nd
Street
Thomas Scaer, Project Manager, presented to the Board and recommended approval of an Agreement between the
Lafayette Housing Consortium and Habitat for Humanity of Lafayette 2024 #2 for 930 S. 2nd Street. Mr. Scaer
stated that this agreement provides up to $80,000.00 to construct and provide homebuyer assistance with the 2024
HOME awards. Mr. Scaer stated that the completed project will provide an energy efficient, newly constructed
home for a new homebuyer. Mr. Scaer answered questions from the Board regarding construction costs. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Parks Department
Change Order #1-Columbian Park Zoo Commissary Building
Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #1
for the Columbian Park Zoo Commissary Building with Mattcon General Contractors, Inc. The change order is a
reduction in the amount of $15,804.39 which brings the revised contract to $2,129,195.61. Mrs. Laufman stated

that the construction project has been successfully complete and the allowance for unforeseen conditions included
in the contract has not been exhausted. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Purchasing
Declaration of Surplus Property-Fleet Maintenance
Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Declaration of Surplus
Property for Fleet Maintenance that includes a 1999 Bobcat 14” Asphalt Planer Serial# 231200213 City
ID#9943A. Mr. Payne stated that this item will be traded in on an upcoming purchase. Mr. Shriner moved for
approval. Mrs. Moulton seconded. Passed.
Declaration of Surplus Property-Information Technology
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property-Information
Technology that includes:

CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,834,467.38. President
Henriott asked a question on Page 20 regarding the SCBAs Inc invoice for Repair parts for SCBAs. Fire Chief
Brian Alkire stated that is for Self-Contained Breathing Apparatus that the Lafayette Fire Department uses.
President Henriott asked a question on Page 22 regarding the Callyo 2009 Corp invoice for additional users and
subdepartments. Mr. Diehl stated that is communication software with Motorola that the Lafayette Police
Department uses. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Bike to Work Day
Myles Holtsclaw, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Bike to Work Day to be held on May 16, 2025 from 8:00am-10:00am on John T. Myers Bridge. Mrs.
Moulton moved for approval. Mr. Shriner seconded. Passed.

Special Event Request-Round the Fountain Art Fair
Janie Peters and Katie Westfall, Event Representatives, presented to the Board and recommended approval of a
Special Event Request for Round the Fountain Art Fair to be held on May 24, 2025 from 6:00am-6:00pm around
the Courthouse Square in Downtown Lafayette. Mrs. Moulton moved for approval. Mrs. Murray seconded.
Passed.
Special Event Request-Hunger Hike
Josh Prokopy, Event Representative, presented to the Board and recommended approval of a Special Event
Request for Hunger Hike to be held on September 21, 2025 from 10:15am-5:30pm at Riehle Plaza and the John T.
Myers Bridge. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
Banner Request-Food Finder Food Bank
President Henriott presented to the Board and recommended approval of a Banner Request for Food Finders Food
Bank to be hung on Columbia Street from April 29-May 13, 2025. Mrs. Murray moved for approval. Mr. Shriner
seconded. Passed.
Banner Request-Taste of Tippecanoe
President Henriott presented to the Board and recommended approval of a Banner Request for Taste of
Tippecanoe to be hung on Columbia Street from June 3-10, 2025. Mrs. Moulton moved for approval. Mr. Shriner
seconded. Passed.
