MINUTES
April 29, 2025
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 29, 2025 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody and Amy
Moulton. Absent: Ron Shriner
Jacque Chosnek, City Attorney, was present at the meeting.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the April 22, 2025 regular meeting. Mrs. Murray
seconded. Passed.
NEW BUSINESS
BID OPENING
Prairie Oaks Force Main Permanent Bypass Project
This being the time set to open bids for the Board of Public Works and Safety for the Prairie Oaks Force Main
Permanent Bypass Project the following bids were received and opened:

Mr. Rody moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.

Mr. Payne stated that these items will be sold on GovDeals.com. Mr. Rody moved for approval. Mrs. Murray
seconded. Passed.
Declaration of Surplus Property-Utility Billing Office
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Utility
Billing Office that includes a 2015 Ricoh Model #Aficio MPC 5502 VIN#C84017054. Mr. Payne stated that this
item will be sold on GovDeals.com. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
CLAIMS
Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $2,469,002.74. President
Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mrs.
Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Lafayette Aviators Street Festival
Dustin Elliott, Event Representative, presented to the Board and recommended approval of a Special Event
Request for the Lafayette Aviators Street Festival to be held on July 12, 2025 from 1:00pm-7:00pm located on
Wallace Avenue and 24th Street. Mrs. Moulton moved for approval. Mr. Rody seconded. Passed.

ANIMAL APPEAL MINUTES
April 29, 2025
Appeal Hearing:
The Board of Public Works and Safety met on Tuesday, April 29, 2025 at 9:15 a.m. in the Common Council
Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Eric Rody. Absent: Ron
Shriner
Jacque Chosnek, City Attorney, was also present.

Animal Control Appeal Hearing-Emily Anderson
Ms. Chosnek gave a brief description of the procedure for this hearing. Ms. Chosnek stated that the owner of
Bane is Emily Anderson and lives at 2523 ½ Brice Street.
Sarah Goans, Chief Animal Control Officer (ACO), confirmed that the ACO’s responded to a call on September
26, 2024 concerning a dog bite on Brice Street. ACO Goans stated that this call was regarding a bite on the
hand/palm on a female victim after receiving permission from the dog owner that she could pet Bane. As a result
of this incident a Dangerous Animal Agreement (DAA) was entered into and signed by Bane’s owner Emily
Anderson at this time who was also given the details of the agreement. ACO Goans went over the details and
requirements of the DAA agreement with the Board. If the DAA is broken and in violation the animal would be
subject to impoundment. ACO Goans confirmed that a 2nd incident occurred on April 20, 2025 regarding Bane.
ACO Goans stated that based on the information on both the 1st and 2nd incidents returning Bane to his owner will
result in further violations of the Animal Control Ordinances.
ACO Aaron Gravely confirmed that responded to a call on April 20, 2025 regarding a dog bite that occurred on
Brice Street. ACO Gravely stated that he responded to the call and was told that two days prior that neighbor’s
dog was outside along with Bane. The neighbor’s dog was off leash and approached Bane who did not have a
muzzle on. When the neighbor’s dog approached Bane both the dogs got into a scuffle which resulted in injuries
to the neighbor’s dog, and it passed away from those injuries. Ms. Chosnek stated that the owners of the victim
dog, Piper, are here today but do not wish to speak. ACO Gravely went over the housing and yard setup for the
tenants on Brice Street. ACO Gravely stated that Bane was not muzzled which was a requirement in the DAA.
ACO Gravely stated that returning Bane to his owner will result in further violations of the Animal Control
Ordinances. Bane is a pit-bull mix.
Emily Anderson, 2523 ½ Brice Street and owner of Bane, stated that she is aware that it is her fault that Bane was
not muzzled when she took him outside on April 20, 2025 and thought that the dog would be fine without it since
nothing has happened in quite some time. Ms. Anderson stated that she doesn’t want Bane to be destroyed just
because she failed to have a restraint on him. Ms. Anderson stated that she feels terrible that this happened to her
neighbor and knows that she is not responsible enough to take care of Bane.
Mr. Rody stated that there are rules and procedures in place to help protect the community from dangerous
animals. This is a public safety issue to let an animal like this allowed in the City. President Henriott also stated
that this is the Board of Public Works and Safety that is responsible for safety issues and its violations. Mrs.
Moulton moved to deny the appeal. Mrs. Murray seconded. Appeal Denied.
