BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 6, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 6, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Eric Rody, Amy Moulton and Ron Shriner Jacque Chosnek, City Attorney, was absent. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the April 29, 2025 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Prairie Oaks Force Main Permanent Bypass Project President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Change Order #1-2025 Miller Addition CDBG Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 for the 2025 Miller Addition CDBG Project. The change order is an increase in the amount of $810.00 which brings the revised contract amount to $171,186.00. The change order includes the removal and replacement of existing drive approach to allow for positive drainage flow along gutter line standing water. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Supplemental Agreement #4-with BF&S for S. 9th Street from Brick ‘N’ Wood Drive to Veterans Memorial Parkway Mr. Grenard presented to the Board and recommended approval of a Supplemental Agreement #4 with BF&S for S. 9th Street from Brick ‘N’ Wood Drive to Veterans Memorial Parkway. This supplement is in the not-to-exceed amount of $25,800.00 which brings the revised agreement to $945,530.00. Mr. Grenard stated that as the design work has advanced it has become clear that a significant length of existing watermain will need to be relocated to accommodate the project improvements. The supplement allows the consultant to incorporate the design of the watermain relocation the overall project. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Myers Pedestrian Bridge Painting and Minor Restoration Design Mr. Grenard presented to the Board and recommended approval for an Agreement with VS Engineering for John T. Myers Pedestrian Bridge Painting and Minor Restoration Design. The agreement is in the amount of $182,000.00. The agreement is for necessary maintenance work to the pedestrian bridge that includes design and specification of substructure painting along with evaluation of future deck restoration options. The agreement cost will be split 50/50 between the City of Lafayette and the City of West Lafayette. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Legal Counsel Resolution 07-2025 A Resolution of the Board of Public Works and Safety to Offer Certain Real Estate to Sale to an Abutting Landowner-Boxit, LLC President Henriott presented to the Board and recommended approval of Resolution 07-2025 A Resolution of the Board of Public Works and Safety to Offer Certain Real Estate to Sale to an Abutting Landowner-Boxit, LLC President Henriott stated that this includes a certain portion of N. 5th Street and will clean up title work. This is being offered to the abutting landowner in the total amount of $15,000.00. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Passed. Board of Public Works and Safety May 6, 2025 Page 4 MISCELLANEOUS Special Event Request-Downtown Destination Block Party Nolan Willhite, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Destination Downtown Block Party to be held on May 30, 2025 from 5:00pm-9:00pm located on Main Street between 4th Street and 9th Street. Mr. Willhite answered questions from the Board. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Special Event Request-Taste of Tippecanoe Lizzy Lewis, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Taste of Tippecanoe to be held on June 21, 2025 from 5:00pm-11:00pm located on the streets of Downtown Lafayette. Ms. Lewis stated that this will be the 44th year for this festival. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Proclamation-Frontline Worker Appreciation Month Mayor Roswarski read the following proclamation: WHEREAS, frontline workers are the builders of our community, exercising curiosity, compassion, courage, and creativity to provide essential services that ensure the safety, health, and education of our residents; and WHEREAS, over 9 million healthcare workers across the United States serve in hospitals, clinics, and long-term care facilities, often placing themselves at risk to provide lifesaving care; and WHEREAS, firefighters respond to an estimated 36 million emergency calls each year, over 800,000 sworn law enforcement officers nationwide work tirelessly to uphold the law and ensure public safety, and emergency medical services (EMS) personnel respond to more than 240 million calls annually; and WHEREAS, teachers dedicate their careers to shaping the future of our communities, with over 3.7 million educators in the U.S. providing knowledge and guidance to our youth; and WHEREAS, frontline workers embody the essence of Builders - flexible thinkers and constructive problem solvers who respect the dignity of all people - by dedicating themselves to overcoming challenges and uniting communities. NOW, THEREFORE, I, Mayor Tony Roswarski of Lafayette, Indiana, do hereby proclaim the month of May as FRONTLINE WORKER APPRECIATION MONTH in Lafayette, Indiana and encourage all residents to join in recognizing and honoring the heroic contributions of our healthcare workers, firefighters, law enforcement officers, EMS personnel, and teachers. Discussion ensued regarding all of the variety of local frontline workers and the recognition they deserve.
