BOARD OF PUBLIC WORKS AND SAFETY MINUTES September 30, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, September 30, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Eric Rody, Cindy Murray, and Ron Shriner. Absent: Amy Moulton and Gary Henriott Jacque Chosnek, City Attorney, was present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the September 23, 2025 regular meeting. Mr. Rody seconded. Passed. QUOTE OPENING 2025 Road Crack Sealing This being the time set to open quotes for the Board of Public Works and Safety for the 2025 Road Crack Sealing the following quotes were received and opened: Pavement Solutions, Inc. Middletown, Indiana Quote: $228,034.25 Mr. Rody moved to take the quotes under advisement for further review. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering S. 9th Street from Brick ‘N’ Wood to Veterans Memorial Parkway-Construction Inspection Contract Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of the S. 9th Street from Brick ‘N’ Wood to Veterans Memorial Parkway Construction Inspection Contract with Butler, Fairman & Seufert. Mr. Grenard went over the details of the project, the Federal Aid funding and the Phase 1 breakdown of compensation. Mr. Grenard stated that Phase 1 includes the Road project at $862,000.00, the Bridge project at $197,000.00, and the Sanitary Sewer project at $224,000.00. This is an hourly not-to-exceed contract, and approval is contingent upon the MOU with Tippecanoe County getting approved through City of Lafayette Council and the Tippecanoe County Commissioners. Mr. Grenard answered questions from the Board. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety September 30, 2025 Page 2 Water Works Contract-Cleaning and Inspection of Haggerty Lane, Plaza South, Fairgrounds and Union Street Elevated Tanks Steve Moore, Water Works Superintendent, presented to the Board and recommended approval of a Contract for Cleaning and Inspection of Haggerty Lane, Plaza South, Fairgrounds and Union Street Elevated Tanks with Midco Diving & Marine Services in the amount of $31,944.00 which includes the Towers for $16,994.00 and the Reservoirs for $15,000.00. Mr. Moore stated that they received another quote from Aqueous Infrastructure Management in the amount $47,755.00 (Towers for $22,780.00 and Reservoirs for $24,975.00). Mr. Moore stated that this is for annual maintenance. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Contract-Cleaning and Inspection of Columbian Park and Murdock Park Reservoirs Mr. Moore presented to the Board and recommended approval of a Contract for Cleaning and Inspection of Columbian Park and Murdock Park Reservoirs with Midco Diving & Marine Services in the amount of $31,944.00 which includes the towers for $16,994.00 and the reservoirs for $15,000.00. Notice to Proceed- Cleaning and Inspection of Haggerty Lane, Plaza South, Fairgrounds and Union Street Elevated Tanks/Cleaning and Inspection of Columbian Park and Murdock Park Reservoirs Mr. Moore presented to the Board and recommended approval of a Notice to Proceed for the Cleaning and Inspection of Haggerty Lane, Plaza South, Fairgrounds and Union Street Elevated Tanks/Cleaning and Inspection of Columbian Park and Murdock Park Reservoirs and is set to start today. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,021,020.75. Mrs. Murray asked a question on Page 23 regarding the Greater Lafayette Police Foundation invoice for Battle of the Badges Concessions Proceeds. Mr. Diehl stated that this is the full payment to the LPD and in turn the LPD will pay the LFD their half. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Coffee & Cars Walt Cornelius, Event Representative, presented to the Board and recommended approval of a Special Event Request for Coffee & Cars to be held on October 4, 2025 from 11:00am-2:00pm located on Main Street from 8th Street to 9th Street in front of the Wanderlust Coffee Shop. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Cops and Goblins Trunk or Treat Police Chief, Scott Galloway, Event Representative, presented to the Board and recommended approval of a Special Event Request for Cops and Goblins Trunk or Treat to be held on October 25, 2025 from 12:00noon to Board of Public Works and Safety September 30, 2025 Page 3 4:30pm located on 6th Street between South Street and Columbia Street. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Proclamation-National Service Dog Month September 2025 Mayor Roswarski read the following proclamation: WHEREAS, We believe in the joyful, transformative power of the human-canine bond and inclusivity of all citizens; WHEREAS, In the United States, 70 million adults have a disability and only 16,000 service dogs from accredited training programs exist nationwide and the need is growing; WHEREAS, Canine Companions created the service dog for people with physical disabilities 50 years ago in 1975, creating a new kind of support for disability; WHEREAS, Canine Companions is a nonprofit organization that enhances the lives of people with disabilities by providing expertly-trained service dogs and ongoing support to ensure quality partnerships, free of charge; WHEREAS, Canine Companions and their service dogs empower people with disabilities to lead life with greater independence by providing best-in-class training, ongoing follow up services and a deeply committed community of support; WHEREAS, National Service Dog Month aims to educate our community about the benefits of service dogs and the laws protecting their handlers; WHEREAS, The City of Lafayette, Indiana continues to work toward becoming an inclusive community in which all citizens, and their trained service dogs, are embraced; NOW, THEREFORE, in recognition of service dogs and the adults and children with disabilities in our community, I, Mayor Tony Roswarski, do hereby proclaim September to be “NATIONAL SERVICE DOG MONTH” Emily Wagner with Canine Companions thanked the Mayor and the Board for the proclamation and the recognition. Ms. Wagner gave the Board a brief description of the program.
