BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 25, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 25, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Jacque Chosenk, City Attorney, was present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the November 18, 2025 regular meeting. Mr. Rody seconded. Passed. NEW BUSINESS Engineering Addendum #1-Utility Service Agreement for Concord Crossing North Subdivision, Phase II Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Addendum #1 for the Utility Service Agreement for Concord Crossing North Subdivision, Phase II. This phase includes 17.79 acres on the east side of Concord Road just south of Walmart. Mr. Grenard stated that fee was submitted for water and wastewater service in the amount of $129,475.62. Mr. Grenard went over the details of the project. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. Change Order #1-Sagamore Parkway Trail Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the Sagamore Parkway Trail with White Construction, LLC. The change order is a decrease in the amount of $413,812.00 which brings the revised contract amount to $3,521,188.00. The change order includes switching from a steel handrail to a wood handrail, reconciling underruns and overruns along with the addition of 4 smaller items to the project. Mr. Grenard stated that this version of the change order is not sign yet and asked the Board to approved this contingent upon the signature. Mr. Grenard answered questions from the Board. Mrs. Moulton moved for approval contingent upon the signature. Mr. Rody seconded. Passed. Final Completion-Veterans Memorial Parkway Resurface and Shoulder Reconstruction (US 52-SR 38) Mr. Grenard presented to the Board and recommended approval of a Final Completion for the Veterans Memorial Parkway Resurface and Shoulder Reconstruction (US 52-SR 38) with Milestone Contractors. This includes the final completion, final payment and release of retainage. The contractor has satisfactorily completed all work items for this project as of September 30, 2025. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety November 25, 2025 Page 2 Final Completion-Sagamore Parkway Trail Mr. Grenard presented to the Board and recommended approval of a Final Completion for the Sagamore Parkway Trail with White Construction, LLC. This includes the final completion, final payment and release of retainage. The contractor has satisfactorily completed all work items for this project as of August 18, 2025. Mr. Grenard asked the Board to approved this contingent upon the signature on the change order mentioned above. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Purchasing Declaration of Surplus Property-Fleet Maintenance President Henriott presented to the Board and recommended approval of a Declaration of Surplus Property for Fleet Maintenance for a 2024 Ford Explorer PIU VIN# 1FM5K8AB2RGA51255 City# 24-13. President Henriott stated that the vehicle will be transferred to the insurance company as part of the settlement in a total loss crash. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. CLAIMS Jeremy Diehl, Controller, presented for Board approval of Claims in the amount of $1,733,856.56. Mr. Rody asked a question on Page 25 regarding the Deposit Refunds invoice for Temp CO Refund App for 5052 Haggerty Lane. Mr. Diehl stated that he would look up that information and get back with the Board with an answer. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. MISCELLANOUS Special Event Request-A Merry Main Street Market Nolan Willhite, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Merry Main Street Market to be held on December 13, 2025 from 2pm-7pm, 2025 located on Main Street from 5th Street to 9th Street. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Banner Request-Christmas Parade 2025 President Henriott presented to the Board and recommended approval of a Banner Request for the 2025 Christmas Parade to be hung across Columbia Street from November 25-December 9, 2025. Mr. Rody moved for approval. Mr. Shriner seconded. Passed.
