BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 2 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 2, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Jacque Chosenk, City Attorney, was present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 25, 2025 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Acceptance for Maintenance-Barrington Lakes Subdivision, Section 3 Dave Griffee, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance for Barrington Lakes Subdivision, Section 3. This project is located northwest of the CR E 50 S and McCarty Lane intersection and consists of 119 single-family residential lots. Mr. Griffee stated that all required testing and inspections have been successfully completed, as-built drawings have been reviewed and approved; and the 3- year maintenance bond was submitted. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Housing Authority Agreement between the City of Lafayette and Greater Lafayette Family Shelter Program Year 2025 Michelle Reynolds, Director, presented to the Board and recommended approval of an Agreement between the City of Lafayette and Greater Lafayette Family Shelter Program Year 2025. This program is dedicated to providing emergency housing to homeless families in Lafayette. The CDBG funding award is in the amount of $7,000.00. Mrs. Reynolds answered questions from the Board. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Agreement between the City of Lafayette and Lafayette Urban Ministry Program Year 2025 Mrs. Reynolds presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Urban Ministry Program Year 2025. This program provides short-term overnight shelter, meals, and showers to homeless individuals. The CDBG funding award is in the amount of $17,500.00. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety December 2, 2025 Page 2 Agreement between the City of Lafayette and the YWCA of Greater Lafayette for the Domestic Violence Intervention and Prevention Program Year 2025 Mrs. Reynolds presented to the Board and recommended approval of an Agreement between the City of Lafayette and the YWCA of Greater Lafayette for a Domestic Violence Intervention and Prevention Program Year 2025. This program provides comprehensive services to victims of domestic violence and their children, including temporary, emergency, and confidential shelter, meals, linens, personal items, and clothing; intensive case management; appropriate referrals; access to medical evaluations, and legal advocacy and assistance. The CDBG funding award is in the amount of $13,500.00. Mrs. Reynolds answered questions from the Board. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Agreement between the City of Lafayette and Lafayette Transitional Housing Center DBA LTHC Homeless Services Program Year 2025 Mrs. Reyolds presented to the Board and recommended approval of an Agreement between the City of Lafayette and Lafayette Transitional Housing Center DBA LTHC Homeless Services Program Year 2025. This program provides critical supportive services and case management to individuals and families who are experiencing homelessness or who are at risk of becoming homeless. This program functions as the designated Coordinated Entry point for accessing homeless services throughout Tippecanoe County, ensuring consistent evaluation and referral to appropriate resources. The CDBG funding award is in the amount of $30,785.00. Mrs. Murray moved for approval. Mr. Rody seconded. Passed. American Rescue Plan Agreement by and Between Participating Jurisdiction City of Lafayette and Lafayette Transitional Housing Center Mrs. Reynolds presented to the Board and recommended approval of the American Rescue Plan Agreement by and between Participating Jurisdiction City of Lafayette and Lafayette Transitional Housing Center. This agreement offers comprehensive housing support, life-skills coaching, and resource coordination services. These services will assist the city in meeting the needs of the four federally defined HOME-ARP Qualifying Populations. The HOME ARP funding award is in the amount of $600,000.00. Discussion ensued regarding where the funds will be utilized, the services and construction award components, and the details of the project. Jennifer Layton, LTHC Representative, answered questions about the permanent supportive housing projects. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Legal Counsel Opioid Settlement Grant Award-Valley Oaks Health Ms. Chosnek presented to the Board and recommended approval of the Opioid Settlement Grant Award for Valley Oaks Health. Ms. Chosnek explained to the Board the delay in the approval of this grant award. This award is in the amount of $386,728.00 and the purpose is for an Office Based Treatment Clinic and Pathway for Women. Ms. Chosnek and Mayor Roswarski answered questions from the Board regarding the budget for these grants each year. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Paula King, Controller’s Office, presented for Board approval of Claims in the amount of $2,062,861.99. President Henriott asked a question on Page 10 regarding the Huntington National Bank invoice for 2015 Toters Board of Public Works and Safety December 2, 2025 Page 3 Equipment Lease Principal and Interest Due. Mrs. King confirmed that this is the last lease payment. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
