BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 9, 2025 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 9, 2025 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Eric Rody and Ron Shriner. Jacque Chosnek, City Attorney, was present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the December 2, 2025 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Utility Emergency Repairs Program for 2026 This being the time set to open bids for the Utility Emergency Repairs Program 2026 and the following bids were received and opened for Milestone Contractors (Lafayette, Indiana), F&K Construction (Flora, Indiana) and Atlas Excavating (West Lafayette, Indiana). Mr. Shriner moved to take the bids under advisement for further review. Mr. Rody seconded. Passed. NEW BUSINESS Engineering Agreement For Construction Inspection Services for Traffic Signal Emergency Vehicle Preemption System Dave Griffee, Engineering, presented to the Board and recommended approval of an Agreement for Construction Inspection Services for Traffic Signal Emergency Vehicle Preemption System with American Structurepoint, Inc. The agreement includes construction inspection services for both Lafayette and West Lafayette with Lafayette as the lead agency for this project. The purpose of the inspection staff is to primarily help with all the documentation associated with the federal aid project. Mr. Griffee answered questions from the Board. Discussion ensued. Mr. Rody moved for approval. Mrs. Murray seconded. Passed. Amendment #1-Memorandum of Understanding-Emergency Vehicle Preemption Design Service Cost Sharing for Lafayette/West Lafayette Mr. Griffee presented to the Board and recommended approval of an Amendment #1-Memorandum of Understanding-Emergency Vehicle Preemption Design Service Cost Sharing for Lafayette/West Lafayette. This amendment is in the amount of $117,128.89 with portions from West Lafayette totaling $47,467.95 and portions from Lafayette totaling $69,660.94. This amendment includes how the payment for inspection services will be handled between the two cities. Mr. Griffee stated that this same amendment is being presented to the West Lafayette Board of Works this morning. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety December 9, 2025 Page 2 Change Order #1 (Final)-Veterans Memorial Parkway Resurfacing and Shoulder Reconstruction from US 52 to SR 38 Mr. Griffee presented to the Board and recommended approval of Change Order #1 (Final)-Veterans Memorial Parkway Resurfacing and Shoulder Reconstruction from US 52 to SR 38 with Milestone Contractors. The change order is an increase in the amount of $43,127.09 with brings the final revised contract amount to $3,240,127.09. The change order includes the reconciliation of all overruns and underruns on the project. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Change Order #1 (Final)-2025 Paving Loop Replacement Project Mr. Griffee presented to the Board and recommended approval of Change Order #1 (Final)-2025 Paving Loop Replacement Project with Hawk Enterprises. The change order is an increase in the amount of $2,800.00 which brings the final revised contract amount to $29,500.00. The change order includes the addition of the east approach of Creasy Lane and Rome Drive intersection to the paving list. This increased the number of loops needing replacement by four. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Lafayette Housing Authority Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2024 Michelle Reynolds, Director, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Fresh Start Program Tenant Based Rental Assistance 2024. This program offers up to 12 months of rental assistance to low-income victims of domestic violence, and their children, after they exit the YWCA’s domestic shelter. The agreement is in the amount of $97,491.00 in Program Year 2024 HOME funds which will support up to 9 new participants. Mrs. Reynolds answered questions from the Board. Mr. Rody moved for approval. Mr. Shriner seconded. Passed. Lafayette Renew Significant Industrial User Permit-Primient (Primary Products Ingredients America) Josh Terry, Renew, presented to the Board and recommended approval of a Significant Industrial User Permit for Primient (Primary Products Ingredients America). Mr. Terry stated that they are permitted through the pretreatment program for four years and are in good standing. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Purchasing Permission to Advertise-Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Dave Payne, Purchasing Director, presented to the Board and recommended approval of a Permission to Advertise-Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt). The publications are set to run on December 12 and 19, 2025 with the bid opening on January 6, 2026. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. Board of Public Works and Safety December 9, 2025 Page 3 Permission to Participate-Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) Mr. Payne presented to the Board and recommended approval of a Permission to Participate-Sodium Bisulfite, Hydrochloric Acid, Buffered Muriatic Acid, Ferric Chloride, Ammonium Sulfate (Dry), Sodium Fluoride, and Sodium Chloride (Salt) with the Water Recovery Facility of the City of West Lafayette. Mr. Shriner moved for approval. Mr. Rody seconded. Passed. President Henriott asked if there were any further questions and there were none. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Special Event Request-Purdue University Film Production Jeremy Sklar, Purdue University, presented to the Board and recommended approval of a Special Event Request for the Purdue University Film Production on January 7, 2026 from 8:00pm-4:00am and January 8, 2026 from 8:00pm-4:00am located in the alley between 505 Main Street and 519 Main Street. Mr. Sklar went over the details of the event and answered questions from the Board. Mr. Rody moved for approval. Mrs. Moulton seconded. Passed.
